answer text <p>Given the focus on the departmental response to Covid-19 and providing citizens with the support they need, we are working to a longer timescale than previously anticipated. We will continue to develop the Green Paper, supported by virtual engagement with charities and disabled people, and plan to publish the formal consultation later in 2021. The Green Paper aims to better understand the needs of disabled people and will seek views and ideas on what improvements should be made to the health and disability benefits system.</p> more like this

answer text <p>The Green Paper aims to better understand the needs of disabled people and will seek views and ideas on what improvements should be made to the health and disability benefits system.</p><p>The Department has ensured a strong emphasis on engaging with stakeholders and we have hosted a series of workshops across the country with local disability organisations, disabled people and people with health conditions. This engagement has continued virtually during the Covid-19 pandemic and will continue until publication and during the consultation period.</p> more like this

answer text <p>Those covered by the social security co-ordination provisions of the Withdrawal Agreement are not impacted by the changes to the rules agreed with the EU under the UK-EU Trade and Cooperation agreement. Those individuals will remain covered by the EU Social Security Co-ordination Regulations for as long as they remain scope of the Withdrawal Agreement. UK and Irish nationals travelling between the UK and Ireland are also unaffected.</p> more like this

answer text <p>The department and our assessment providers are committed to providing a quality, sensitive and respectful service to everyone. Individuals are encouraged to alert their assessment provider of any additional requirements they may have and providers will endeavour to meet any such reasonable requests.</p><p> </p><p>Individuals can access additional support throughout the assessment process, for example help filling in the questionnaire. Companions are able to join the telephony assessment, as they would have done for the face to face assessment. This is confirmed to the individual in the initial invitation to assessment letter for all telephone assessments. If choosing to request a companion, they will be added to the call by the Health Professional at the start of the assessment.</p><p>To further enhance the Personal Independence Payment (PIP) telephony service, PIP providers have implemented a video relay service for claimants with British Sign Language requirements, to enable deaf claimants to participate in an assessment; we are exploring whether this solution could support the Work Capability Assessment process.</p>

answer text <p>In response to the Covid-19 outbreak, we are financially supporting an unprecedented number of new and existing benefit claimants and have made a number changes to the benefits system. At the start we switched off conditionality for all claimants, supporting people during very uncertain times. After 1st July, we began to reintroduce Claimant Commitments. Any work related activity which may be agreed by disabled people as part of this Commitment, continues to be tailored in light of their health condition to ensure it is reasonable.</p><p>We ensure that our more vulnerable claimants are further protected by exempting those with more serious medical conditions and disabilities from any form of conditionality and sanctions. answer text <p>The health and safety of our claimants and staff is our key priority. We suspended all face-to-face assessments for sickness and disability benefits in March. This temporary suspension, brought in to protect people from unnecessary risk of coronavirus at the outset of the pandemic is being kept under review in line with the latest public health guidance.</p><p> </p><p>Where possible and in line with usual processes, paper-based assessments will be undertaken, and we continue to do telephone-based assessments where we can. Any re-introduction of face-to-face assessments would involve additional safety measures to comply with public health guidance.</p><p> </p><p>We remain fully committed to making continuous improvements to the support we provide to people with health conditions and disabilities, and are evaluating the changes to our assessment approach which were temporarily introduced. This will inform the approach taken to conducting assessments in the future. We are using a range of information to inform these decisions, including research with PIP and ESA/UC claimants about their experiences of telephone assessments.</p>

answer text <p>The Department for Work and Pensions provides funding of up to £39 million to Citizens Advice and Citizens Advice Scotland to deliver Help to Claim support. Help to Claim provides advice and practical support to people making their Universal Credit application.</p><p> </p><p>On top of this, as part of our ongoing work on the Green Paper, we have run 16 virtual events in which we’ve heard directly from over 200 disabled people, and 30 organisations supporting them, about their experiences with the benefits system. The health and disability Green Paper will reflect themes coming out of these conversations and ask for views on how best to improve the benefits system, including the application and assessment process.</p><p> </p><p>We regularly engage with a wide range of external stakeholders in order to continually improve the PIP claimant experience. We are working with charities to hear their views on the PIP application process and reflecting these in improvements to the customer journey and assessments, and in up-coming changes to GOV.UK.</p><p />
