answer	answer is ministerial correction date of answer 21/01/2015 answer text <p /> <p>The approach to communicating with clients as they go through the case closure process is to encourage them to make a new child maintenance arrangement. Our view is that in most cases it is best for clients if they can make their own arrangements outside the statutory scheme. To support this, we contact affected clients three times; twice before and once at the point their CSA arrangement ends. answer	answer is ministerial correction date of answer 18/12/2014 answer text <p>(a) Information on the number of liability orders that have led to a prosecution is not routinely recorded for management information purposes and could only be provided at disproportionate cost.</p><p> </p><p>Figures on the number of prosecutions is published in table 17 (page 44) of the latest <a href="https://www.gov.uk/government/statistics/child-support-agency-quarterly-summary-statistics-september-2014" target="_blank">Child Support Agency Quarterly Summary of Statistics</a>, which contains data up to September 2014.</p><p> </p><p>(b) Regulations to enable these new powers are due to be laid in Parliament in March 2015 with the intention being that they come into force by the end of the same month.</p><p> </p><p>(c) Enforcement charges only relate to the 2012 Scheme, which opened to all applicants on 30 November 2013. answer	answer is ministerial correction date of answer 14/10/2014 answer text <p /> <p>In the 1993 and 2003 schemes, self-employed earnings are usually taken from the self-assessment return that is submitted to HM Revenue and Customs, or from a tax calculation notice. This is consistent with the policy that, as for employed earners, the basis of the child maintenance liability is taxable earnings. If, at any stage, a parent with care believes that the Child Support Agency should make more enquiries it can be asked to do so, although some evidence about the matter they feel needs investigating is often required.</p><p> </p><p>For self-employed paying parents in the 2012 Scheme, gross income is determined by reference to gross taxable profits for the latest available tax-year.
