answer text <p>Development of a data warehouse capability is being implemented in stages, the first stage of this for CMS 2012 management information is expected for delivery later in 2015 with subsequent stages thereafter. answer text <p /> <p>The approach to communicating with clients as they go through the case closure process is to encourage them to make a new child maintenance arrangement. Our view is that in most cases it is best for clients if they can make their own arrangements outside the statutory scheme. To support this, we contact affected clients three times; twice before and once at the point their CSA arrangement ends. All of these letters encourage clients to seek support from Child Maintenance Options and discuss the right arrangement for them.</p><p> </p><p>We did not customise communications for nil assessed clients because we are unable to identify which clients would have a positive assessment until they apply.</p> more like this

answer text <p>(a) Information on the number of liability orders that have led to a prosecution is not routinely recorded for management information purposes and could only be provided at disproportionate cost.</p><p> </p><p>Figures on the number of prosecutions is published in table 17 (page 44) of the latest <a href="https://www.gov.uk/government/statistics/child-support-agency-quarterly-summary-statistics-september-2014" target="_blank">Child Support Agency Quarterly Summary of Statistics</a>, which contains data up to September 2014.</p><p> </p><p>(b) Regulations to enable these new powers are due to be laid in Parliament in March 2015 with the intention being that they come into force by the end of the same month.</p><p> </p><p>(c) Enforcement charges only relate to the 2012 Scheme, which opened to all applicants on 30 November 2013. We are not yet in a position to release full statistics on the 2012 Scheme, but when system data becomes available and fully assured they will be released as part of a managed process, which will be pre-announced and in line with the Code of Practice for Official Statistics.</p>

answer text <p /> <p>In the 1993 and 2003 schemes, self-employed earnings are usually taken from the self-assessment return that is submitted to HM Revenue and Customs, or from a tax calculation notice. This is consistent with the policy that, as for employed earners, the basis of the child maintenance liability is taxable earnings. If, at any stage, a parent with care believes that the Child Support Agency should make more enquiries it can be asked to do so, although some evidence about the matter they feel needs investigating is often required.</p><p> </p><p>For self-employed paying parents in the 2012 Scheme, gross income is determined by reference to gross taxable profits for the latest available tax-year. As with the 2003 and 1993 schemes, there is scope for receiving parents to provide additional evidence if they feel further enquiries into a paying parents income are required to establish the correct liability in their case.</p> more like this
