answer	answer is ministerial correction date of answer 04/12/2015 answer text <p>Anyone, including disabled people, can apply for financial and practical help through the Government’s Start Up Loans scheme.</p><br /><p>Access to Work, which helps people with a disability or health condition to stay in work or start work, now features a new specialist self-employment team to support entrepreneurs and the self-employed.</p><br /><p>Unemployed potential entrepreneurs, including those with disabilities or health conditions, can talk to their Jobcentre Plus Work Coach, or where appropriate, Disability Employment Adviser (DEA), regarding national programmes like Work Choice, Work Programme and the new Specialist Employability Support. These programmes offer tailored services which can include practical support and advice for becoming self-employed.</p><br /><p>Work coaches can also refer claimants, including disabled clients, to the New Enterprise Allowance (NEA). Over 73,000 new businesses have started up through the scheme and 20% of NEA business starts have been made by disabled people. There has been an increase of 230,000 places since 2009 and a significant increase in the take up of childcare provision in low and middle income areas. To support that continued growth and build capacity in the sector, the government has made capital funding available to create nursery provision as part of new Free Schools which will create at least 4,000 places. This government has supported existing providers to expand by reducing bureaucracy and making it easier for providers such as childminders and schools, to provide places and will continue to do so. In addition, we are trialling innovative ways of providing the extended entitlement next year, in particular to look at how the childcare can be provided more flexibly to suit the needs of working parents and increase choice. So far, there have been over one thousand expressions of interest to take part in the early implementation of the extended entitlement.</p><p>There is an extensive menu of childcare support in addition to the Department for Education offer including: the Universal Credit Childcare element; Tax-Free Childcare; and help with childcare costs under the Jobcentre Plus Flexible Support Fund to enable parents to undertake training, attend interviews or start work. Work related requirements should be tailored to individual circumstances and compatible with child care responsibilities. It offers information and guidance to support employers in becoming more confident when attracting, recruiting and retaining disabled people and signposts further resources.</p><br /><p>We also deliver a number of programmes and initiatives that have successfully supported disabled people to find employment and which can also engage with and encourage employers, such as Access to Work (ATW), which provides a grant for support that is over and above the kinds of reasonable adjustment that employers have a duty to provide and Specialist Employability Support (SES).</p><p><strong></strong></p><p>The Hidden Impairment National Group (HING) has made its Hidden Impairment Toolkit publically available to employers, providers, support organisations and other government departments. The Local Authorities (LA) and Valuation Office keep their existing roles by providing valuation and housing advice. UC claims are assessed in UC service centres, not jobcentres.</p><p>UC is being rolled out in a safe and controlled way to allow us to adapt and grow the capability we need over time. answer	answer is ministerial correction date of answer 30/11/2015 answer text <p><strong></strong></p><p>The requirement placed on the providers delivering Personal Independence Payment assessments is that claimants are not expected to travel more than 90 minutes by public transport to attend assessments. We expect them to minimise travel times wherever possible but, in scheduling appointments, they need to balance both keeping journey times down and ensuring claimants are assessed in a reasonable time period. answer	answer is ministerial correction date of answer 01/12/2015 answer text <br /><p>Claimants are only asked to meet reasonable requirements taking into account their circumstances and capability, including mental health conditions, disability and caring responsibilities<strong>.</strong></p><br /><p>International evidence is clear that benefit systems supported by conditionality are effective at moving people into work.</p><br /><p>Sanctions encourage claimants to comply with reasonable requirements. These requirements are developed and agreed by claimants with their Work Coach to help them move into/prepare for work.
