answer text <p>The 2012 child maintenance scheme, administered by the Child Maintenance Service, was opened to all new applicants on 25 November 2013. We are not yet in a position to release full statistics, therefore we are unable to provide the information requested. When system data becomes available and fully assured they will be released as part of a managed process, which will be pre-announced and in line with the Code of Practice for Official Statistics.</p><p> </p><p> </p><p> </p><p>We have released limited, relevant data on the 2012 statutory child maintenance scheme on an experimental basis. answer text <p>For cases administered by the Child Support Agency, the number of Children Benefiting from maintenance has decreased from 871,800 in March 2014 to 846,300 in June 2014. This information is routinely published in the CSA Quarterly Summary of Statistics available at: <a href="https://www.gov.uk/government/collections/child-support-agency-quarterly-summary-statistics--2" target="_blank">https://www.gov.uk/government/collections/child-support-agency-quarterly-summary-statistics--2</a></p><p> </p><p>The change in trend can be attributed to the fact that since 25 November 2013 all new applications are now being processed by the Child Maintenance Service. We are not yet in a position to release full statistics for these cases and are therefore unable to provide the information requested. When system data becomes available and fully assured they will be released as part of a managed process, which will be pre-announced and in line with the Code of Practice for Official Statistics.</p><p> </p><p>The figures above relate to those receiving support within the statutory child maintenance schemes. Children also benefit from financial support as part of arrangements made outside the statutory schemes, including private arrangements made between the separated parents, which are known as &quot;family-based arrangements”. Our planned approach to measuring this will be considered as part of an evaluation strategy, which we will publish by the end of 2014.</p><p> </p>

answer text <p /> <p /> <p>Child Maintenance Group (CMG) staff, based at Barnsley, were used on three, limited duration, occasions (November 2013, January 2014 and February 2014) when call demand exceeded forecasted volumes.</p><p> </p><p>The number of CMG staff engaged in this activity, at any one time, varied between 5 and 20 colleagues for periods ranging from minutes to hours. Most of this activity took place in the CMG Barnsley office. Although, there was a short period, before telephony lines could be transferred, when CMG staff travelled to the Child Maintenance Options office.</p><p> </p><p>CMG staff have been used as contingency only where demand is above the agreed contracted level. This planned approach ensures value for money as we are not paying for long term resource where the forecast shows a short term increase in demand.</p><p><strong> </strong></p> more like this

answer text <p /> <p /> <p>The Child Maintenance Options service has an effective business continuity plan in place, which includes the ability to divert calls to other trained colleagues and deploy a variety of telephony-based solutions such as Interactive Voice Response.</p><p> </p><p>There were around eight occasions in which contingency measures had to be used in the last year for reasons including brief local power outages, activation of the fire alarm system and occasions where call demands exceeded forecasted volumes.</p><p> </p><p>Steps have been taken to prevent or minimise any reoccurrence of these events, including the installation of an uninterrupted power supply and better forecasting as we fully establish the impact of recent changes such as the use of Child Maintenance Options as a mandatory gateway to the statutory scheme.</p><p><strong> </strong></p><p><strong> </strong></p><p><strong> </strong></p><p><strong> </strong></p> more like this

answer text <p /> <p /> <p>The circumstances, provided for in <em>The Child Support Management of Payments and Arrears (Amendment) Regulations 2012,</em> in which debt can be written off are:</p><p>- Where the Parent with Care (PWC) requests it;</p><p>- Where the Non-resident Parent (NRP) has died prior to 25/01/2010, or no further action can be taken to recover debt from the estate;</p><p>- Where the PWC has died;</p><p>- Where there is Interim Maintenance Assessment (IMA) debt and the IMA was in place between 5th April 93 and 18th April 95, and the assessment cannot be adjusted in light of a parent's actual income for this form of debt when it arises over that period; or,</p><p>- Where the NRP has been told that no further action would ever be taken to collect the debt.</p><p><strong> </strong></p><p>Since the introduction of the write off powers in November 2012 the Department has written off the following amounts:</p><p> </p><p>- Financial year ended 31 March 2013 £1,133,310</p><p>- Financial year ended 31 March 2014 £15,480,677</p><p> </p><p>The Department does not hold information on the number of cases this relates to.</p><p> </p>
