answer text <p /> <p /> <p>I have been asked to respond as Minister with responsibilty for the Health and Safety Executive (HSE).</p><p> </p><p>Reviews of health and safety regulation carried out for the Government by Lord Young and by Professor Ragnar Löfstedt, and endorsed in HSE's recent triennial review, found a near universal agreement that the UK legal framework is fit for purpose. However, there does exist some misunderstanding about what H&amp;S legislation actually requires.</p><p> </p><p>Partly in response to this, the Health and Safety Executive's Myth Busters Challenge Panel allows the public to challenge decisions and policies ascribed to health and safety if they believe them to be incorrect.</p><p>To date the Panel has considered over 270 cases. answer text <p /> <p /> <p>The latest forecasts of benefit expenditure on Personal Independence Payment (PIP) were published on the 27th of March 2014 (<a href="https://www.gov.uk/government/publications/benefit-expenditure-and-caseload-tables-2014" target="_blank">https://www.gov.uk/government/publications/benefit-expenditure-and-caseload-tables-2014</a>).</p><p> </p><p>The expenditure estimates are determined by the migration timetable for reassessment and the distribution of new awards between the different rates, including nil awards. The other key input is the monetary value of the standard and enhanced rate of each component of PIP, which are set at the equivalent DLA rates.</p><p> </p><p><strong> </strong></p><p>The table below shows estimates of the number of people aged 16-64 who will be eligible for the standard and enhanced rate of mobility of Personal Independence Payment in 2014/15, 2015/16 and 2016/17. These estimates are consistent with Autumn Statement 2013 forecasts.
