answer text

In December 2014 DWP published a suite of evaluation reports available at https://www.gov.uk/government/publications/benefit-cap-evaluation. These found very little, if any, impact on homelessness as a direct result of the cap. The small number of capped households who have been evicted were noted by Local Authorities as having other reasons (beyond the cap) for rent arrears and also failing to engage with relevant services; they were considered intentionally homeless.
more like this

answer text

We have no plans to enable people who have been infected by contaminated blood products to gain automatic access to disability benefits. Disability benefits are primarily based on the daily living, care or, where applicable, mobility needs arising from a long-term physical or mental health condition or disability rather than a diagnosis, specific medical condition or disability. This means that those who have been infected by contaminated blood products have access to disability benefits on the same terms as other people with physical or mental health conditions or disabilities.
more like this

We are preparing detailed plans for later phases of full PIP rollout, ensuring Assessment Provider capacity is in place before claimant selection is made. answer text

Official statistics on the composition of benefits claimed by households subject to the benefit cap are not available.

A suite of evaluation was published on 15 December 2014. This evaluation made estimates of the proportion of capped households in scope for the cap who were in receipt of Jobseeker’s Allowance (JSA), Income Support (IS), Employment Support Allowance (ESA) or other benefit types over time. The evaluation uses a different methodology to the Official Statistics and does not provide a cumulative count of numbers which is in line with Official Statistics. In July 2014 (the most recent data used in the evaluation), estimates found 23 per cent of capped claimants were in receipt of ESA; 45 per cent of capped claimants were in receipt of IS; and 9 per cent were in receipt of another benefit type.

Further information can be found at:

https://www.gov.uk/government/publications/benefit-cap-evaluation

https://www.gov.uk/government/publications/benefit-cap-review-of-the-first-year
