answer text <p>I have received two representations on this matter from Rt Hon and Noble members and two from members of the public in the last 12 months.</p><br /><p>Department for Transport officials have been discussing with GTR the feasibility of extending the Unizone product scope to encompass Hastings, requesting that GTR produce a business case. I understand that GTR are consulting with the University of Brighton and Local Authorities to see if they would be minded to support the initiative and to help keep the Unizone fare low. GTR are also looking at how they can use their ‘Key’ smartcard product to provide a better passenger experience for the user of the Unizone product.</p><br /> more like this

answer text <p>Performance of rail services between London and the Sussex coast is being closely monitored as it has not yet reached an acceptable level. Govia Thameslink Railway and Network Rail have developed a Joint Improvement Plan to improve services. My officials and I are meeting with both companies on a regular basis in order to monitor and support improvements. Performance has stabilised through London Bridge following timetable adjustments made in the spring and the timetable to be implemented in December is expected to further improve performance.</p> more like this

answer text <p>The Department for Transport published statistics on travel costs, based on data from the Office for National Statistics (ONS), in the Transport Statistics Great Britain compendium.</p><p> </p><p> </p><p> </p><p>Data from the independent ONS suggests that:</p><p> </p><p> </p><p> </p><p>(i) Between 1980 and 2014</p><p> </p><p>a) the real cost of motoring, including the purchase of a vehicle, declined by 14%,</p><p> </p><p>b) bus and coach fares increased by 58% and</p><p> </p><p>c) rail fares increased by 63% in real terms.</p><p> </p><p> </p><p> </p><p>(ii) Between 1997 and 2014</p><p> </p><p>a) the real cost of motoring, including the purchase of a vehicle, declined by 11%,</p><p> </p><p>b) bus and coach fares increased by 27% and</p><p> </p><p>c) rail fares increased by 24% in real terms.</p><p> </p><p> </p><p> </p><p>(iii) Between 2010 and 2014</p><p> </p><p>a) the real cost of motoring, including the purchase of a vehicle, decreased by 5%,</p><p> </p><p>b) bus and coach fares increased by 2% and</p><p> </p><p>c) rail fares increased by 6% in real terms.</p><p> </p><p> </p><p> </p><p>(d) The costs of travelling by air are not available from ONS data.  However information is available based on fare data from the Civil Aviation Authority from 2000. The real cost of the average UK one-way air fare, including taxes and charges, covering domestic flights from 2010 to 2013 declined by 4%. Estimates for 2014 are not yet available.</p><p> </p>

answer text <p>Where not already in place we are introducing the Delay/Repay scheme, and other enhanced compensation regimes as new franchises are let, and as opportunities arise within existing franchises. Delay/Repay is designed to recompense customers for significant delays to their journeys, including through cancellations.</p><p> </p><p>The minimum standard for passenger compensation is set out in the National Rail Conditions of Carriage (NRCoC). The NRCoC are effectively the terms and conditions for rail tickets sold in Great Britain. And all Train Operating Companies (TOCs) are required under their franchise agreement to have in place a Passenger’s Charter which will include arrangements for compensation for passengers.</p><p> </p><p>In their Passenger’s Charters, most TOCs do offer more than the NRCoC minimum. TOCs can, at their discretion, go beyond the commitments in their Passenger’s Charter on an ex gratia basis.</p><p> </p><p>The Government continues to keep this under review to ensure passengers are treated fairly.</p><p> </p><p> </p>
