answer	answer is ministerial correction date of answer 09/09/2019 answer text <p>Given that electric scooters, and other micromobility devices, are treated like any other motor vehicle under the Road Traffic Act, they are subject to laws requiring them to conform to technical standards and be used safely. This includes requirements for users to have insurance, driving licences, number plates, and helmets. At present, it is difficult for electric scooters to meet these requirements and as such they are illegal to use on a public road. Therefore, the Department has made no assessment of their effect on public safety. Ministers are actively looking at ways to provide a framework for UK leadership in transport technology and innovation, and safe and effective regulation. The Future of Mobility regulatory review will address the challenges of ensuring our transport infrastructure and regulation are fit for the future. answer	answer is ministerial correction date of answer 31/07/2019 answer text <p>I have received several representations from unions on staff being paid less than the Minimum Wage on ferries operating from the UK on specific routes, including those being operated by UK registered operators. The vessels are operating domestic and international destinations. Where specific vessels have been referenced by the unions these were not registered on the UK ship register.</p><p> </p><p>The current legislation applies to all seafarers working in the UK internal waters and who is a worker as per the definition in the National Minimum Wage Act 1998. It also applies to those working outside the internal waters if they are working on a UK registered vessel and are ordinarily resident in the UK and some of their work is in the UK. Seafarers who are not resident in the UK and are working outside the UK internal waters are not covered by the legislation. The proposed amendments will extend the protections of the National Minimum Wage Act to all seafarers working domestically in the UK territorial waters on all vessels.</p><p> </p><p>If a seafarer is entitled to the Minimum Wage than this should be raised immediately with the HMRC enforcement team. answer	answer is ministerial correction date of answer 09/07/2019 answer text <p>The department recognises that poor air quality is a major public health issue.</p><p> </p><p>We are funding ongoing research conducted by the Rail and Safety Standards Board (RSSB) into the effect of the rail industry on air quality. This includes recent research at King’s Cross and Edinburgh Waverly.</p><p> </p><p>The Department has set out its aspiration to remove all diesel-only trains from the rail network by 2040. Moving the rail industry away from diesel will both reduce carbon emissions and improve air quality.
