<p>Nicola Shaw has been asked to produce an independent report into the future shape and financing of Network Rail and her work will look at all the options. Government has no pre-determined view of the right outcome and will not be dogmatic about the future shape of Network Rail as we want the right outcome for passengers and taxpayers. Government looks forward to receiving the final report and will respond in due course.</p>
