<p>Highways England does not hold data on the number of penalty notices issued for
travelling specifically Southbound on the Dartford Crossing.</p><p> </p><p>All Penalty
Charge Notices (PCNs) are believed to be correct when issued in good faith by Highways
England, but under the terms of the Dart Charge scheme PCNs may be contested under
the representation and independent appeals procedure for a number of reasons - including
circumstances where the charging authority followed all procedures correctly. Since
the start of the scheme in November 2014, up to the end of December 2018, a total
of 11,057,905 PCNs have been issued. Of these less than 1% (approximately 92,000)
of the total are deemed by Highways England to have been issued incorrectly. This
can be for a range of reasons but mainly includes the misreading of vehicle registrations
and road user charge payments not being allocated as the payee intended.</p>
