It includes within its provisions, a legal basis so that vehicles from the European Union can operate in the United Kingdom. answer text <p>All United Kingdom commercial helicopter operators require an Air Operator Certificate (AOC) issued by the Civil Aviation Authority. The requirements for the granting of an AOC are set out in legislation, and are concerned with an operator’s ability to fulfil their responsibilities for safety. This approval process is not designed to take into account the environmental effect of individual flights. It would not be possible to take the views of affected residents into account because the AOC is not based on specific flying routes. Affected people with concerns over airspace or environmental effects, can inform the CAA using the <a href="http://www.caa.co.uk/default.aspx?catid=810&amp;pagetype=90" target="_blank">Airspace Use Report (FCS 1521) form</a> which can be downloaded from its website.</p><p> </p> more like this

answer text <p>The Government’s position on surface access for airports is that developers should pay the costs of upgrading or enhancing road, rail or other transport networks or services where there is a need to cope with additional passengers travelling to and from expanded or growing airports. Where the scheme has a wider range of beneficiaries, the Government will consider, along with other relevant stakeholders, the need for additional public funding on a case-by-case basis.</p><p> </p><p>Through the Aviation Strategy the government is reviewing the effectiveness of the current policy and guidance, and considering how co-ordination between government processes for transport access improvements and airport plans may be improved.</p> more like this

answer text <p>We do not have an assessment of the prevalence of this practice for the whole of public transport.</p><p> </p><p>‘Upskirting’ is likely to be a covert act by perpetrators to avoid challenge or detection, so reporting numbers are likely to be low.</p><p> </p><p>However, for the rail network, the British Transport Police (BTP) has seen an increase in reports following the joint BTP / Transport for London (TfL) &quot;Report it to stop it&quot; campaign, which heightened awareness and increased victim confidence to report.</p><p> </p><p>BTP has successfully secured a number of prosecutions under the common law offence of ‘outraging public decency’.</p><p> </p> more like this
