The Government is committed to maintaining critical connectivity and through policies like Public Service Obligations the Department for Transport subsidises routes into London.</p><p> </p><p>The Government is keen to find ways to work closely with the industry to ease restrictions on international travel gradually and sustainably. The Secretary of State for Transport will lead a successor to the Global Travel Taskforce to develop a framework that can facilitate greater travel when the time is right, while still managing the risk from imported cases and variants.</p><p> </p><p> </p><p>The Government is working on a strategic framework for the recovery of the sector. These are intended to be temporary measures and the government keeps data for countries and territories under constant review.</p><p> </p><p>The government has made it consistently clear that it will take decisive action to contain the virus, including adding further countries to the red list if the public health risk of people returning from a particular country without self-isolating becomes too high.</p><p> </p><p>There are an extremely limited number of exemptions from enhanced border measures, and only introduced where absolutely necessary for reasons of national importance. The electrification of the Midland Main Line, from Market Harborough to Nottingham and Sheffield, is also currently being examined by the Department and Network Rail and is at an early stage of development.</p><p> </p><p>Electrification of the rail network will be an important part of how we will decarbonise the railway and meet net zero carbon emissions by 2050. It has successfully brought together leaders from across the north of England to meet and engage with Ministers.</p><p> </p><p>Given the context of the COVID-19 pandemic, meetings have so far been held online. However, we look forward to engaging with leaders in the North in person as soon as it is safe to do so.</p><p> </p><p>The council is supported by a small secretariat team of officials based in the North. answer	answer is ministerial correction date of answer 01/03/2021 answer text <p>Under the terms of The English National Concessionary Travel Scheme a holder of a concessionary bus pass is able to travel between 09.30am and 11.00pm on weekdays and all day at weekends and on Bank Holidays</p><p> </p><p>Local authorities in England have the power to offer additional local concessions, such as extending the hours of the concession, and three quarters of authorities already do so.</p><p> </p><p>This area is kept under review. They include the Big Bike Revival programme delivered by Cycling UK, the Walk to School Outreach programme delivered by Living Streets, and local programmes delivered by local authorities through the Department’s £20 million per annum Access Fund. The Department continues to closely monitor the impact of the pandemic and to develop tools to understand and present this uncertainty alongside other drivers of future demand such as technological change and population change.</p><p> </p><p>The Department has commissioned a programme of social and behavioural research to understand the impacts of the pandemic on people’s travel behavior. answer	answer is ministerial correction date of answer 01/03/2021 answer text <p>Before Covid-19, aviation directly contributed at least £22 billion to GDP to the UK economy and supported around half a million jobs. This included the air transport and aerospace sectors, as well as the wider supply chain. Since the outbreak of Covid-19, the aviation sector has been one of the worst affected sectors in the UK. Passenger numbers at UK airports fell by 99% at the height of the pandemic. Overall volumes of flight traffic in the UK is currently around 80% below equivalent 2019 levels. The air transport sector’s contribution to the UK economy dropped by 74% in 2020 compared to 2019 and tens of thousands of redundancy notifications have been made. In addition to the direct impact to the UK air transport sector, the wider supply-chain and economy has also been adversely impacted by the severe reduction in air passenger demand, jobs and air connectivity, with impacts on consumer spending and investment across the rest of the economy.</p><p> </p><p>The Department recognises the severe impact the COVID-19 pandemic has had on travel, and work continues to understand how best the industry can be supported at this time. The Government is working on a strategic framework for the recovery of the sector.
