answer	answer is ministerial correction date of answer 10/07/2017 answer text <p>One unsuccessful bidder made a claim against the Department concerning the procurement for the original contract. The department entered into an out of court settlement for £16 million including costs. The legal costs incurred by the Government in relation to this litigation total £167,929.70. This figure includes VAT where payable (for example on Counsel’s fees) and disbursements. Time spent by Government advisory lawyers is not recorded in a manner that allows it to be attributable to individual cases.</p><p> </p><p>The question as to whether or not Odyssey Marine Exploration underpaid funds due to the Government under the contract, which was awarded in January 2010, is disputed by the parties, and would accordingly need to be the subject of legal proceedings in the United Kingdom and possibly also in the United States of America to resolve. answer	answer is ministerial correction date of answer 17/06/2015 answer text <p>The Department for Transport ran a public consultation to help inform the specification for the new Northern and TransPennine Express franchises, and received over 21,000 responses; a summary of these have been published on the Government’s website.</p><p> </p><p>The Invitation To Tender for the Northern franchise has specified the replacement of Pacers (which are currently used) on services between Huddersfield and Sheffield) by the start of 2020, and other rolling stock used on the franchise will be subject to a substantial refurbishment. It also specifies an increase in the Sunday service provision on this route by December 2017. Our process for evaluating franchise bids encourages bidders to exceed the minimum specifications we state, and the bids themselves are due in to the Department by 26 June.
