answer text <p>The Rail Freight Strategy places emphasis on the Government’s support for modal shift from road to rail due to the environmental benefits and reduced emissions achieved by rail freight relative to road. The Clean Air Strategy also recognises that rail transport is a cleaner form of transport which makes a small contribution to poor air quality when compared to road haulage. Strategic Rail Freight Interchanges (SRFIs) are important in facilitating the transfer of freight from road to rail as well as reducing the cost to users of moving freight by rail.</p> more like this

answer text <p>There are two proposals for freight terminals south of Northampton – Northampton Gateway, and Rail Central. Both are within the Planning Inspectorate’s Development Consent Order process.</p><p> </p><p>The examination in public for Northampton Gateway began on 9<sup>th</sup> October 2018 and is expected to conclude on or before 9<sup>th</sup> April 2019. Rail Central was accepted for examination on 15<sup>th</sup> November 2018. The Planning Inspectorate have three months from this date to prepare for examination. No timetable has yet been published.</p> more like this

answer text <p>The Government’s Rail Freight Strategy recognises the environmental benefits of shifting freight from road to rail, and the Strategy sets out a vision for how rail can increase its share of the freight market. The Government supports modal shift through funding improvements to the rail network for freight, investing £235m in Control Period 5 (2014-2019). The Statement of Funds Available for Control Period 6 (2019-2024) includes funding for continued infrastructure investment for both passenger and freight operators.</p><p> </p><p>The Government has set out an ambition to decarbonise the railway by phasing out all diesel-only trains by 2040, and the rail industry is due to respond to this challenge shortly. In support of the Government’s ambition, the Rail Safety and Standards Board (RSSB) announced in October 2018 that it is making funding available to facilitate research and innovation.</p><p> </p> more like this

answer text <p>Rail freight plays an important role in supporting the UK’s future prosperity after we leave the EU, and our connections to the continent through the Channel Tunnel are vital.</p><p>Use of the North Sea – Mediterranean Corridor has been negligible in the UK, with only one path requested to date. Freight operating companies prefer to use access rights granted under national rules which offer greater certainty, with over 2,000 rail freight services running through the Channel Tunnel in 2017. To facilitate the continued smooth functioning and operation of cross-border rail services, the Government has agreed with the Article 50 Task Force that the UK will negotiate bilateral arrangements with France, Belgium, and the Netherlands, as well as the Republic of Ireland.</p> more like this

answer text <p>Britain has one of the safest railways in Europe. We look to the Office of Rail and Road (ORR), as the independent railway safety regulator, to ensure the industry is meeting its safety duties and that it responds appropriately to any new issues or risks which are identified. In response to the closure of the line at Rastatt, Network Rail is working with other European Infrastructure Managers to develop a joint handbook on international contingency management.</p><p> </p><p>Network Rail works to build the resilience of its railway infrastructure by maintaining assets to an appropriate standard. Asset renewal plans are agreed with ORR each Control Period and are targeted to improve asset reliability and resilience. When major disruption does occur, Network Rail has contingency plans and recovery arrangements in place, with dedicated staff overseeing diversionary routes for rail freight.</p> more like this

answer text <p>The Government’s Clean Growth Strategy calls for more use of electric, bi-mode and alternative fuel traction on the railway, and Government has set out an ambition for a cleaner, greener railway with all diesel-only trains phased out by 2040. The Minister of State has written to industry to ask them to set out an industry-wide vision for decarbonising the railway.</p><p> </p><p>Government recognises the environmental benefits of shifting freight from road to rail and we are committed to supporting the long-term growth of the rail freight industry. Government’s Rail Freight Strategy, published in September 2016, sets out a shared vision for how rail freight can increase its share of the freight market, and encourage modal shift from road to rail. To support future growth of the rail freight industry the Secretary of State confirmed in October 2017 that Government intends to continue investment in improving the rail freight network in Control Period 6 (2019-2024).</p> more like this

The study’s Terms of Reference asks the Commission to consult widely with relevant experts, including the Department for Transport, Network Rail and the rail freight industry.
