The Heathrow Expansion Programme (formerly known as the Airport Capacity Programme) has the equivalent of 55.3 full time civil servants currently working on the programme. The programme does not currently employ any contingent labour. The civil servant team is supported by a number of suppliers that support the Government on a range of legal, commercial and financial matters.
