answer text <p>The UK zero emission vehicle (ZEV) mandate will set targets requiring a percentage of manufacturers’ new car and van sales to be zero emission each year from 2024. The technical consultation on the design of this ZEV mandate and proposed trajectories closed in June 2022. The Department is now analysing consultation responses, and will bring forward the Government’s response, and a full regulatory proposal, in due course.</p><p> </p><p>The Government has no plans to introduce a zero-interest loan scheme for electric vehicle (EV) drivers. In many cases, EVs continue to benefit from significant savings on the cost of fuel. Charging a medium-sized electric car at home at rates equivalent to the electricity price cap from 1 October equates to around half the cost of filling up an equivalent petrol vehicle. In addition, EVs generally cost less to maintain due to fewer moving parts than their petrol or diesel equivalents.</p> more like this

answer text <p>Government has committed £2.5 billion since 2020 to support the transition to zero emission vehicles, with funding to offset their higher upfront cost, and to accelerate the rollout of chargepoint infrastructure.</p><p> </p><p>Government has pledged at least £500 million to support local chargepoint provision. As part of this, the Local EV Infrastructure (LEVI) fund will provide approximately £400 million of capital and £50 million of resource funding to support local authorities to work with industry and transform the availability of charging for drivers without off-street parking.</p><p> </p><p>The Government is also supporting local authorities through the On-Street Residential Chargepoint Scheme (ORCS) which has £20 million available this year. To date, Wiltshire County Council have not submitted an application to the ORCS, we would encourage them to take advantage of this funding.</p><p> </p><p>Local authorities, such as Wiltshire County Council, will have a key role to play in the rolling out of chargepoints as they are best placed to consider local needs. In the UK’s EV Charging Infrastructure Strategy, published in March 2022, Government announced it will require all local transport authorities in England to develop their own chargepoint strategies, subject to consultation.</p><p> </p><p>To support drivers across the UK to switch to cleaner vehicles, Plug-in Vehicle Grants will continue until at least financial year 2023/24 for taxis and motorcycles, and 2024/25 for vans, trucks and wheelchair accessible vehicles. We have also put in place generous tax incentives including: favourable benefit in kind tax rates out to 2025, all zero emission cars are exempt from vehicle excise duty (VED), and, zero emissions vans pay a nil rate of tax on the van benefit charge.</p><p> </p><p> </p><p> </p>

answer text <p>As part of our evaluation of the national e-scooter trials, we have been gathering information about modal shift and new journeys that have been enabled. This evidence will inform decisions about future policy for e-scooters and wider micromobility. We aim to publish the findings report from the evaluation later this year. Earlier this year we launched the national e-cycle support scheme to accelerate the uptake of e-cycles.</p><p><strong> </strong></p><p>E-scooter trials, which are live in 30 areas across England, are run by local authorities who have held their own procurement exercises to appoint e-scooter operators to provide rental services. Charges for these services are agreed in each trial area between the local authority and the operator(s). Beyond trials, final decisions on the regulation of micromobility, including their hire, have yet to be made. A number of local authorities have used DfT funding to test approaches to providing e-cycles to those with the highest need, including those that cannot benefit from the cycle to work scheme.</p><p> </p>

answer text <p>Industry statistics suggest that over 750,000 plug-in vehicles have been sold in the UK since 2010, and over one in six cars sold in 2021 had a plug. Charging infrastructure has also been increasing. Government and industry have supported the installation of over 28,000 publicly available charging devices including more than 5,100 rapid devices – one of the largest networks in Europe. The Government has supported the installation of nearly a quarter of a million chargepoints in homes and workplaces.</p><p> </p><p>Building on the £1.9 billion from Spending Review 2020, the Government has committed an additional £620 million to support the transition to electric vehicles (EV).  The additional funding will support the rollout of charging infrastructure, with a particular focus on local on street residential charging, and targeted plug-in vehicle grants.</p><p> </p><p>Alongside funding, we are also introducing the new regulations to support the transition. Legislation laid in December 2021 will require all new residential and non-residential buildings with associated parking in England to have a chargepoint installed at the point of construction. Later this year we intend to regulate to improve the consumer experience at public chargepoints. Helping consumers locate the right chargepoints for their needs; making it easier to pay; ensuring charging infrastructure is reliable; and pricing is transparent. We will also be consulting on the introduction of a zero emission vehicle (ZEV) mandate - setting targets for a percentage of manufacturers' new car and van sales to be zero emission each year from 2024.</p><p /><p>Our soon to be published EV Infrastructure Strategy will set out the vision and action plan for charging infrastructure rollout needed to achieve the 2030/35 phase out successfully and to accelerate the transition to a zero-emission fleet.</p><p><strong> </strong></p><p> </p>
