answer	answer is ministerial correction date of answer 16/05/2024 answer text <p>Active Travel England is providing £50 million to expand Bikeability cycle training to a million more young people between 2023 and 2025 as part of a projected £3 billion investment in active travel up to 2025. This will help to improve standards of cycling behaviour by teaching young cyclists the rules of the road. In addition, a THINK! Campaign, with significant media investment, supported the changes made to The Highway Code in January 2022. The campaign aimed to raise awareness and understanding of the changes, helping to improve road safety for people walking cycling and horse riding. answer	answer is ministerial correction date of answer 09/01/2024 answer text <p>The Government is investing over £3 billion in active travel over this Parliament, including high quality cycle infrastructure and cycle training opportunities. The safety of vulnerable road users is a priority for the Government, and the Department is determined to make the roads safer for everyone.</p><p> </p><p>North Yorkshire has been allocated over £1.1 million capital funding through the Active Travel Fund over the last three years, and over £428,463 of revenue funding. This funding supports not only the provision of safe cycle infrastructure but also activities including cycle training.</p><p> </p><p>The Highway Code sets out a number of requirements for cycling at night, including that cyclists must use lights, as well as providing advice on matters such as reflective clothing and accessories. In July 2020 the Prime Minister launched ambitious plans to encourage cycling and walking. This includes a £2 billion package of funding for active travel over 5 years, which is the largest ever boost for cycling and walking and will deliver transformational change and improve safety for people cycling.</p><p>On 14 May 2022 the Government announced £200 million of funding for new walking and cycling schemes across England, including £35m for the National Cycle Network and a new £8 million e-cycle programme. answer	answer is ministerial correction date of answer 12/01/2022 answer text <p>Rule 59 of The Highway Code already says that cyclists should wear a cycle helmet which conforms to current regulations, is the correct size and securely fastened. It also recommends they should wear light-coloured or fluorescent clothing to help other road users see them in daylight and poor light, as well as reflective clothing and/or accessories in the dark. Rule 66 says that cyclists should use their bell when necessary to signal to other road users that they are nearby.</p><p>Changes to The Highway Code are due to come into effect later this month which will clarify and strengthen this advice. The proposed changes are summarised at <a href="https://www.gov.uk/government/consultations/review-of-the-highway-code-to-improve-road-safety-for-cyclists-pedestrians-and-horse-riders" target="_blank">https://www.gov.uk/government/consultations/review-of-the-highway-code-to-improve-road-safety-for-cyclists-pedestrians-and-horse-riders</a>.</p><p>The Department has established a working group of key organisations to ensure that these changes are disseminated as widely as possible and understood by all road users. This includes a £2 billion package of funding for active travel over 5 years, which is the largest ever boost for cycling and walking, and will deliver transformational change and improve safety for people cycling.</p><p> </p><p>In the 2018 Cycling and Walking Investment Strategy Safety Review, Government committed to review The Highway Code to improve safety for cyclists. A consultation on the proposed changes to The Highway Code closed in October 2020, with nearly 21,000 replies received, and the Government response to the consultation was published in July 2021.
