answer	answer is ministerial correction date of answer 07/03/2018 answer text <p>In the current investment period, Control Period 5 (CP5: 2014-2019) we are investing around £15bn on enhancements – including feasibility studies and individual projects.</p><p> </p><p>Within the parish of the Statement of Funds Available (SoFA) for Control Period 6 (CP6: 2019-2024), funding is included to continue to take forward enhancements that now span CP5 and CP6. The SoFA also makes provision for funding for early-stage development of enhancement schemes.</p><p> </p><p>Any other rail enhancements in CP6 will need to be assessed using a new process for enhancements, building on the principles set out in the ‘Memorandum of Understanding between Department for Transport and Network Rail on rail enhancements’ in 2016. In terms of access to hospitals via public transport, the most recent statistics show that around 94% of the population of England can reach a large hospital within an hour by public transport or walking in urban areas. In rural areas this falls to around 59% of the population.</p><p> </p><p>More generally, the Government is committed to making the transport system accessible to all users irrespective of the reason for or destination of the journey.
