answer text <p>The independent regulator, the Office of Rail and Road (ORR), must decide whether to grant access to the rail network for all operators with reference to its statutory duties. A number of these duties require the ORR to promote and protect the interests of rail freight companies and users of their services, as well as potential future users of these services.
