answer text <p><strong></strong></p><p>In the UK, the Vehicle Certification Agency conducts tests on vehicles and components to ensure they meet the minimum standards required by European and UN-ECE legislation.</p><p>Emissions tests are carried out to determine that the level of pollutants emitted from a vehicle is below the required limits. The test is a laboratory based test under controlled conditions in order to achieve repeatable results.</p><p>The Department for Transport recognises the current test cycle for emissions is outdated and no longer represents normal driving patterns. Discussions have taken place over recent years to replace this with an updated more relevant laboratory test. The Department anticipates this will be implemented from 2017. In addition, a new real world driving emissions test is being implemented to ensure emissions in normal driving comply with the legal obligation. These new tests will remove the ability of car manufacturers to falsify test results.</p><p>All new vehicles are tested in accordance with EU law to ensure that they meet the legislated requirements for emissions. There is no evidence that these emissions tests have been falsified in the UK.</p>

answer text <p>The Department is responsible for the policy and legal framework under which penalty fares operate in England and Wales. Train operators that have opted to have a penalty fares scheme must operate it in accordance with Department rules. The rules are designed to be fair, appropriate and consistent.</p><p> </p><p>The penalty fares system is designed to be run by the industry and the Department relies on Passenger Focus (a statutory independent watchdog for rail passengers) to oversee arrangements, as they are best placed to do so.</p><p> </p><p>The Department has regular dialogue with Passenger Focus about a range of issues, including the administration of penalty fares, to inform its view on the effectiveness of the current arrangements.</p> more like this

answer text <p> </p><p>The Driver and Vehicle Licensing Agency (DVLA) may release vehicle keeper details to parking enforcement companies if they can demonstrate reasonable cause to receive it. To help ensure motorists are treated fairly when any parking charge is pursued, vehicle keeper information is disclosed only to companies that are members of an Accredited Trade Association (ATA).  The ATA carries out stringent checks on companies before allowing them to join and monitors compliance of their code of practice that includes an independent appeals process.  If a company fails to comply it can be suspended or expelled, during which time no data will be provided to it by the DVLA.</p><p> </p><p>Beyond that, parking on private land is essentially a private contractual arrangement between the car park owner and the motorist. Any ongoing disputes over unpaid parking charges would be pursued as civil matters through the relevant courts. The Government would not be involved.</p><p> </p><p>However, the Government has amended the Consumer Protection Regulations to make it simpler and clearer for consumers to bring their own actions to seek compensation when they have been the victims of misleading or aggressive debt collection practices. The new rights come into force on the 1st October 2014 and apply to all types of debt collection including parking on private land.</p>

All rolling stock is owned by the Rolling Stock Companies (ROSCOs), and leased by the Train Operating Companies (TOCs). If the ROSCO wish to modify their asset while on lease to a TOC then they are able to do so by agreement and will make that investment based on their own assessment of value for money.</p><p> </p><p /> more like this

answer text <p> </p><p>According to Transport for London (TfL), there have been 59 instances since January 2013 on the London Underground where the records specify heat as the reason for, or a contributing factor towards, customer illness. The actual number may be different as, for various reasons, it is not always possible to provide an accurate picture of why passengers are taken ill. Transport for London do not have any records of passengers being taken ill since January 2013 as a result of excessive heat on trams, London Overground or the Docklands Light Railway. In respect of buses, Transport for London are unable to provide the information requested. This is because TfL only have a log of passengers taken ill if a bus driver has called them for assistance, and the cause of illness is not generally recorded.</p> more like this

answer text <p> </p><p>This Government is committed to investing in infrastructure to reduce traffic congestion. This means spending £24 billion on strategic roads over this and the next Parliament, and accelerating the pace of delivery so that people affected see a difference more quickly.</p><p> </p><p> </p><p> </p><p>This includes a £500 million programme of pinch point schemes specifically targeted at tackling congestion on both the strategic and local road network, and a further £800 million being invested in 25 local major road schemes.</p><p> </p><p> </p><p> </p><p>We have previously announced £183.5m for road repairs following the severe weather this winter and in the recent Budget, the Chancellor announced a further £200 millionfunding for pothole repairs.
