answer	answer is ministerial correction date of answer 27/01/2020 answer text <p>This contract is a commercial matter between Ecotricity and the Motorway Service Areas (MSAs).</p><p> </p><p>The Government recognises the urgent need for a joined up and reliable charging provision on the strategic road network and is working with industry to ensure this is established. Highways England has dedicated funding of £15m to ensure that its total network is within 20 miles of an electric vehicle chargepoint. The Office for Low Emission Vehicles is currently undertaking a review (Project Rapid) into current provision and future demand for rapid and higher-powered chargepoints for cars and vans along England’s strategic road network. A statutory consultation on legislative proposals, which concluded on 1 September 2019, received more than 1100 responses reflecting a wide variety of views.</p><p> </p><p>The Government is committed to improving road safety. The Department for Transport is analysing the consultation responses and finalising the regulatory impact assessment. The full December timetable included a new direct route from Liverpool to Glasgow, the extension of the service from Newcastle to Edinburgh and a new service from Middlesbrough to Redcar.</p><p> </p><p>Due to the late delivery and technical issues with its new trains which impacted on driver training and availability of crews, customers of TransPennine Express (TPE) experienced an unacceptable increase in disruption. To provide a more stable service, TPE has introduced temporary timetable changes between Liverpool Lime Street and Edinburgh until the end of January to allow it to recover. The Rail North Partnership representing the DfT and Transport for the North continues to challenge TPE robustly and hold the operator to account on its contractual obligations. Only last week, my Rt Hon Friend the Secretary of State for Transport called in executives from TPE and other industry bodies to reinforce this point. It sets out that there is a need to increase airport capacity in the South East of England by 2030 by constructing one new runway and that this need is best met by the Northwest runway scheme at Heathrow Airport.</p><p /><p>The Northwest runway scheme is to be fully funded and delivered by the private sector. It is for Heathrow to demonstrate that it can meet its environmental obligations, that the project can be financed and built and that the business case is realistic.</p><p> </p><p>Beyond Heathrow, the Government is supportive of airports across the UK making best use of their existing runways as long as they address the economic and environmental impacts and proposed mitigations. HS2 Services are currently planned to run directly to Edinburgh via a connection to the West Coast Mainline, which is dependent on the completion of Phase 2b. Proposed services will offer reduced journey times with London.</p><p> </p><p>In August 2019, the Prime Minister asked Douglas Oakervee to chair an independent review of HS2 to provide advice on how and whether to proceed.
