answer	answer is ministerial correction date of answer 01/06/2023 answer text <p>The 2002 Statutory Instrument set speed limits for sections of the M4 between J1 and 3 (various sections at 40mph, 50mph and 60mph). There is a recent SI that set the speed limit between J3 – J4 and this was to manage the air quality for this section so that it was compliant. However, Highways England and its supply chain are currently assessing whether there are opportunities for this higher speed limit to be introduced on the M4. The Economic Assessment Report provides a high-level estimate of the user delay costs, as provided in my answer of 4 April.</p><p> </p><p>The Department for Transport also has guidance on economic appraisal of the impacts of unplanned rail delays and temporary timetables associated with engineering work. answer	answer is ministerial correction date of answer 04/04/2019 answer text <p>The impact of delays during construction of the M4 junction 3 to 12 smart motorway scheme was assessed as part of the economic appraisal undertaken prior to the start of construction. This took into account various factors including the impact of the construction programme in full, lane availability and also the effect of limiting traffic speed to 50mph. This assessment gave an estimated value of £123m for user delay costs during construction.
