This took into account the views of key stakeholders to identify the best options to take forward to a more detailed level of development. answer	answer is ministerial correction date of answer 16/09/2015 answer text <p>Between 2004-14 Network Rail achieved a cumulative improvement in efficiency of around 35-40% on operating, maintaining and renewing its network, as shown in Office of Rail and Road’s (ORR) Efficiency and Financial Assessments published for Control Periods 3 and 4.　 The ORR set Network Rail a challenging target of making efficiencies on top of those already achieved of 19.4% for the period 2014-19 (Control Period 5). The evidence base for this target included the McNulty Report as well as a significant amount of top-down benchmarking, bottom-up analysis and studies.</p><p> </p><p> </p><p> </p><p>On train services, this Government is focused on maximising value for money for taxpayers and rail users. Since the relaunch of the franchising programme in 2013, each franchise has been subject to a detailed process of scrutiny, ensuring both that the benefits for taxpayers are realised and that the process maximises efficiencies. This advice identified measures to bring costs back down. The Driver and Vehicle Licensing Agency (DVLA)’s records are not connected to those of the Department for Work and Pensions (DWP). However, if drivers wish to access their own information and share it with car hire companies using the online &quot;View Driving Licence&quot; service, they must first verify their identity. To do this, the DVLA provides very limited information to DWP, including National Insurance number. These details are only shared with the explicit consent of the person using the service and gender information is not included. This is an instantaneous and fully automated process and there is no manual accessing of individual DWP records. The DVLA receives no information from DWP other than yes/no confirmation of the validity of the national insurance number provided by the driver or a notification if the driver is deceased.</p><p> </p><p> </p><p>Anyone who cannot use the online service to generate the code which allows them to share their driving licence information with third parties can telephone the DVLA who will generate a code for them. answer	answer is ministerial correction date of answer 17/09/2015 answer text <p>Increased capacity is being delivered through our record investment in the railway and programmes such as Intercity Express, Crossrail and Thameslink which add more, longer and newer trains to the railway network which will help in reducing overcrowding. The franchising system is also delivering capacity increases across the country, including 150 new carriages on South West Trains and 68 new carriages on c2c.　 The new Northern and TransPennine Express franchises will deliver an increase in peak capacity into the major northern cities by more than a third.</p><p> </p><p> </p><p> </p><p>In addition, operators such as First Great Western are taking steps to reduce overcrowding by removing　some first class carriages and installing additional standard seats.
