answer text <p>HS2 will offer faster, more frequent and more reliable travel between cities and areas of the UK and will increase capacity on our congested railways. The eastern leg of Phase Two of HS2 will connect Yorkshire to the West and East Midlands, and Transport for the North is exploring options to make use of the HS2 line for faster services between Leeds, York and Newcastle, improving links between regions that are home to around 11 million people.</p><p> </p><p>HS2 will increase the number of skilled workers that businesses based in Yorkshire can access. It will allow businesses to collaborate with supply chains and research and development partners, draw on a deeper pool of skills, access new sources of finance and support networks and secure new customers in regions across Britain.</p><p> </p><p>Yorkshire’s thriving digital and technology sector stands to benefit from this improved access to investors and support networks, ranging from firms specialising in health technology, Big Data and FinTech in Leeds to businesses in Sheffield and Rotherham with expertise in data management and analytics and in telecommunications.</p><p> </p><p>The WYCA and Leeds City Region LEP are developing a HS2 Connectivity Strategy that sets out how to support additional jobs that are forecast to be created across the city region, with 25,000 of these located in Leeds City Centre. Passengers from Hull will have access to conventional services to Leeds, which will allow onward connections using HS2 services to Birmingham and London.</p><p> </p>

answer text <p>Officials are working closely with Leeds City Council and the city region and Sheffield City Region to ensure Yorkshire has good transport links to the proposed HS2 route.</p><p> </p><p>To support this, I provided Leeds and Sheffield city regions with funding to prepare Growth Strategies. These growth strategies cover how transport links will spread the benefit of HS2 across Yorkshire.</p><p> </p><p>Furthermore, Yorkshire will be at the heart of the proposed Northern Powerhouse Rail network with stations in Leeds, Sheffield, York and Hull boosting connectivity across the north of England.</p> more like this

answer text <p>The Maritime and Coastguard Agency (MCA), acting on behalf of the Secretary of State, has powers in respect of the safe manning of UK ships and enforcement of international requirements for safe manning in respect of the navigation and safe operation of a non-UK ship. “Safe manning” in these terms does not include the crewing model in respect of other functions of the ship (such as the hotel services on board). The MCA can only inspect non-UK ships when calling at a UK port or anchorage.</p><p> </p> more like this

answer text <p>The Merchant Shipping (Maritime Labour Convention) (Recruitment and Placement) Regulations apply only to employment businesses and employment agencies based in the United Kingdom. They, along with other UK legislation regulating employment businesses and employment agencies, enshrine the requirements of the Maritime Labour Convention, 2006 in respect of recruitment and placement services in UK law and are enforced by the Department of Business, Energy and Industrial Strategy.</p><p> </p><p>The Maritime and Coastguard Agency (MCA), on behalf of the Secretary of State, enforces the Merchant Shipping (Maritime Labour Convention) (Minimum requirements for seafarers etc.) Regulations 2014. These Regulations implement the Maritime Labour Convention, 2006 (MLC) requirement that the shipowner must ensure that seafarers on board the ship are recruited from employment businesses or employment agencies which are compliant with the MLC. The shipowner is also responsible for ensuring that the seafarers’ living and working conditions are compliant with UK regulations</p><p> </p><p>Seafarers have the right to complain, if they are not receiving their entitlements, to the shipowner. If the seafarer does not receive a satisfactory response, they can then complain to the ships flag State or to the MCA, as the port State.</p><p> </p><p>These provisions do not cover offshore workers who are not seafarers working or staying on board accommodation vessels contracted for work in the UK Continental Shelf.</p><p> </p>
