answer text <p>During the Queen’s Speech Transport debate on 19 May, the Secretary of State noted that a range of viable spaceport options had been put forward and that the Department supported those bids. The Secretary of State also set out that the Modern Transport Bill will create the right framework for the market to select what the best location for a UK spaceport will be. The Government’s ambition is that the United Kingdom’s space economy should account for 10% of the global space economy by 2030 - worth some £40 billion per year. In support of this innovative sector, the Department, working with the Civil Aviation Authority, UK Space Agency and interested businesses, has allocated nearly £3.3m within this Parliament to legislate and establish a safe regulatory framework to enable commercial spaceflight in the UK.</p> more like this

answer text <p>The Infrastructure and Projects Authority’s (IPA’s) support to the HS2 Programme is part of the normal assurance process for projects of this size, as mandated by Ministers. The Cabinet Secretary’s involvement is also normal for projects on the scale of HS2.</p><p> </p><p>The IPA’s role on the Government's Major Projects Portfolio is to provide expertise in infrastructure and the financing, delivery and assurance of major projects, to support more effective management and delivery across government. The cross government assurance involves relevant experts from the Infrastructure and Projects Authority, the Department for Transport, HM Treasury and HS2 Ltd.</p> more like this

answer text <p>The Fourth Railway Package has no impact on this provision of domestic primary legislation, which prohibits the award of passenger rail franchises to public sector operators. The EU legislation would not itself prohibit awards to public service operators if in future the domestic prohibition were removed. Similarly, section 30 of the Railways Act 1993, which puts the franchising authority under a duty to secure the continuity of services – including by directly operating the services – will continue to apply.</p><p> </p><p>The current text of the Fourth Railway Package permits direct awards, including to public sector operators, in a range of circumstances including where they can be justified by the characteristics of the network and potential benefits to passengers.</p> more like this

answer text <p>The European Budget has a number of mechanisms for providing grant funding to transport projects including the Connecting Europe Facility (CEF), European Regional Development Funding (ERDF) and the Horizon 2020 Research Programme. The Department has responsibility for UK involvement in the Transport component of the Connecting Europe Facility (CEF) and its predecessor the Trans- European Transport Network (TEN-T). Construction is due to begin in 2017, following Royal Assent.</p><p>**plus a further 150 to start in September 2016 at level 3, and upwards of 100+ across other levels 2 to 7</p><p>Looking forward over this Parliament to 2020, the Transport Infrastructure Skills Strategy (January 2016) sets out our ambition to create 30,000 apprenticeships in the roads and rail sectors by 2020, in support of this government’s unprecedented investment in transport infrastructure.</p><p> </p><p>This target includes the Department for Transport, its Agencies and infrastructure client bodies – Crossrail, Transport for London, Highways England Network Rail and HS2 Ltd, as well as each of their supply chains. Depending on the contract, suppliers will either create one apprenticeship for every £3 to £5m of taxpayers’ money spent, or increase the number of apprentices employed each year through the lifetime of the contract. In these cases the aim is that the number of apprenticeships created each year will equal 2.5% of the workforce.</p>
