This is why we are introducing a Decent Homes Standard in the private rented sector for the first time through the Renters (Reform) Bill.</p><p>We are also reviewing the Decent Homes Standard, which sets out the minimum requirements for all social housing.</p><p>Data on housing decency is published regularly via the English Housing Survey at local authority level.</p> more like this

answer text <p>The Rentcharges Act 1977 already prevents new income supporting rentcharges being created after 22 August 1977 and provides a route for freehold homeowners to redeem income supporting rentcharges where the current rentowner is known. Any new Rentcharges created after August 1977 are classified as Estate Rentcharges and are not redeemable under the 1977 Act.</p><p>The Government previously committed to ensure that where a freeholder pays the rentcharge owner is not able to take possession or grant a lease on the property where the rentcharge remains unpaid for a short period of time. This will be pursued when Parliamentary time allows.</p><p>The Government also intends to legislate to ensure that freehold homeowners who pay estate rentcharges have the right to challenge their reasonableness and to go to the tribunal to appoint a new management company if necessary.</p> more like this

answer text <p>In 2020-21, on average, those buying their home with a mortgage spent 18% of their household income on mortgage payments, whereas rent payments were 31% of household income for private renters. Since 2010-11, the percentage of household income spent by private renters has reduced from 35%, compared with owner occupiers who spend a similar percentage of their household income on mortgage payments.</p><p>Whilst three quarters of private renters find no difficulties in keeping up with their rent, we understand that affordability may be an issue for some. The Government has taken action to reduce the financial barriers that prevent tenants from accessing and moving within the PRS.</p> more like this
