answer text <p>The UK continues to closely track the challenges faced there and is pushing hard to improve humanitarian access to this region. We continue to press the regime and its backers to allow unfettered access to reach those in desperate need. Where access allows, DFID funded partners are providing essential support including medical consultations, monthly food rations and relief packages in the South.</p><p> </p><p> </p><p> </p><p>The UK is committed to ensuring that any refugee returns to Syria must take place voluntarily, in safety and dignity, in line with international law. answer text <p>In Al-Raqqa, DFID has stepped up its role in meeting the needs of those affected by Daesh occupation since its liberation in 2017. This assistance includes support to demining activity, assisting survivors of Gender-Based Violence and providing emergency supplies such as food and cash. Further activity by our partners has provided child immunisation in areas neglected during Daesh occupation, nutritional supplements for children and pregnant women, and supporting primary health centres, trauma care and mental health work.</p> more like this

answer text <p>We are deeply concerned that Bangladesh and Burma have announced that they plan to begin repatriation of the Rohingya to Burma on November 15. We have stated publicly that we agree with the UN Refugee Agency (UNHCR) that the conditions for safe and dignified returns do not yet exist. The access required for necessary independent monitoring by UN agencies is also not in place.</p><p> </p><p>Minister Field has raised our concerns with the Bangladesh Foreign Minister and Burmese Minister for International Cooperation Kyaw Tin on 1 November. He stressed the UK's assessment that conditions in Rakhine State were not currently conducive to refugee returns. We will continue to make representations to the governments of both Bangladesh and Burma not to commence returns while conditions in northern Rakhine remain as they are.</p> more like this

answer text <p>The UK is monitoring the flash flooding in Jordan closely, and our thoughts are with those affected. The Jordanian Government is currently leading the response in providing assistance.</p><p> </p><p>DFID has provided £18.9m to support UNESCO initiatives in 2018. This includes the UNESCO World Heritage International Assistance Fund from which Petra has received aid in the past. The Jordanian Government has not requested support in relation to the recent flooding, and we are not aware of any requests for assistance from UNESCO.</p> more like this

answer text <p>The Department for International Development has not directly commissioned studies on the impact of water shortages on migration patterns from the southern hemisphere to northern Europe.</p><p>We recognise climate change and increasing water shortages can combine with other factors to influence migration decisions and therefore fund analytical work to improve the understanding of the impacts of climate change in developing countries. Examples include our work with the Natural Environment Research Council on the Future Climate for Africa Programme and our support to the World Bank’s Water Global Practice, which has produced analyses on the effects of water shortages, including migration. We are also building the evidence base to better understand why people migrate as part of our efforts set out in the 2015 UK Aid Strategy to tackle the root causes of migration.</p><p>In 2011, the Government Office for Science commissioned the Foresight Report on <em>Migration and Global Environmental Change</em> which analysed how human population movements across the world could be affected by global environmental changes.</p>

answer text <p>While the conflict is ongoing, our priority is to deliver life-saving humanitarian aid to those affected. Since the liberation of Ar-Raqqa from Da’esh, the UK has increased its response to meet the needs of those affected in the city and the rest of North Eastern Syria to help fund a range of activities including mine clearance; health provisions; protection; clean water; sanitation; education; food; and agricultural support. We have limited access to Ar-Raqqa at present due in part to extensive mine contamination from Da’esh’s previous occupation, which has hampered humanitarian efforts and poses a critical risk to civilians. As such, it is not possible at present to accurately assess the costs of reconstruction. The UK will only provide support for reconstruction in Syria once a credible, inclusive political transition is firmly underway.</p> more like this

answer text <p>The UK has so far provided £45.5 million to the Programme Budget of the UN Relief and Works Agency for Palestine Refugees (UNRWA), including two recent uplifts totalling £17 million the past four months; an increase of 60% to our planned Programme Budget contribution of £28.5 million.</p><p> </p><p>We continue to work with international partners to help unlock further funding for UNRWA and are considering further financial support. When the US announced their intention to withhold a planned disbursement to UNRWA in January, we were sympathetic about the need for a broader donor base, but made clear our concerns about the impact on UNRWA’s activities that any unexpected reductions or delays in predicted donor disbursements might have, and our widely shared concerns about risks to regional stability. answer text <p>In the past two weeks the UN Security Council has held four sessions focused on Syria, where the UK has joined with other countries in calling on the Syrian regime and its backers, Russia and Iran, to uphold the de-escalation arrangements they have previously agreed in Idlib, and to respect international humanitarian law. We have expressed our support for the UN’s contingency planning, including ensuring it is fully funded: the UK has committed £42 million in new funding, and is urgently considering how further funding could be mobilised. We have also made clear that we will respond swiftly and appropriately if the Asad regime repeats its appalling use of chemical weapons.</p><p> </p><p>In January, we supported and lobbied for UNSCR 2393, which provides for humanitarian aid to be delivered cross-border into Syria. This has enabled our partners to provide approximately 572,000 people with access to clean drinking water, immunise 95,000 children under five, provide 500,000 medical consultations, provide safe spaces for over 29,000 women and girls, distribute over 23,000 food rations and support over 2,300 health facilities across Idlib governorate in 2018 so far. The UK also joined our close partners in mobilising the Security Council to demand a ceasefire across the whole of Syria and the immediate delivery of emergency aid to all those in need through UN Security Council Resolution 2401, which was unanimously adopted on 24 February.</p><p> </p><p>The UK continues to play an active role in the International Syria Support Group, where we routinely push issues of protection and access. Together with other countries, the UK has strongly advocated to focus targeting aid on those most in need, which led to a review of the prioritisation of the UN response plan for Syria. As a result, the $1.8 billion plan is now more focused on immediate humanitarian needs and the most vulnerable, including within Idilib.</p>
