answer text <p>UK funding has helped build Palestinian institutions and promote economic growth so that any future Palestinian state will be a prosperous and effective partner for peace. DFID’s previous financial assistance to the PA was governed by a Memorandum of Understanding which reaffirms the PA’s commitment to non-violence and a negotiated solution to the conflict. As the Development Secretary has recently taken up her position, she is undertaking a full examination of DFID’s programme in the Occupied Palestinian Territories, including our support to the PA.</p> more like this

answer text <p>The eligibility of the UK’s Overseas Territories to receive UK aid is not linked to the UK's EU membership and is unaffected by the UK's decision to leave the EU. Eligibility for UK aid funding is defined in the International Development Act 2002 and is dependent on a recipient country or territory being on the list of recipients of official development assistance (ODA) held by the Development Assistance Committee (DAC) of the Organisation for Economic Cooperation and Development (OECD). answer text <p>My Department provides funding to humanitarian organisations that work to promote safe and healthy environments for people in refugee camps across the world. Camps are not the preferred option for refugees and most refugees live outside of camps. DFID supports organisations that work specially with mothers and infants in camp situations including UNICEF, Save the Children and UNHCR.</p> more like this

answer text <p>The UK Government remains firmly committed to promoting and protecting the right to freedom of religion or belief, as set out in Article 18 of the Universal Declaration of Human Rights. We are concerned about reports of abuses against religious minorities in Pakistan. The annual report of US Commission on International Religious Freedom identified ‘discriminatory’ content against minorities in provincial textbooks in Pakistan as a particular concern but did not note the progress made where DFID is providing provincial governments with support.</p><p>Since 2011, UK aid has benefited more than 6.8 million children in primary school education. The programme is an £800 million investment from 2011 to 2020 undertaken in partnership with the provincial governments in Punjab and Khyber Pakhtunkhwa and focussed on the poorest, especially girls. Our investments support improving access to education and raising quality, improving learning outcomes, increasing teacher and student attendance and improving school facilities. We are providing £420.5 million from 2013 to 2019 to the Punjab Education Support Programme II, working with the provincial government to ensure more children in Punjab have access to a good quality education.</p><p>The UK has worked alongside these two provincial governments including through supporting the Punjab Curriculum Textbook Board which have taken significant steps to update textbooks and replace any content that promotes prejudice and discrimination against religious or other minorities. Independent evaluations in 2007 and 2013 confirmed this curriculum to be based on values of democracy, pluralism and peace aimed at educating students to be able to think critically about these issues. This has included introducing girls as central characters, showing girls participating in stereotypically male roles, and making the illustrations more representative. They have also worked to remove any overt bigotry linked to minority groups and continue to consider these issues.</p><p>The pilot Education Fund for Sindh (EFS) programme came to an end in 2016. The new Sindh Education Non State Actors (SENSA) Programme is following on from EFS. School providers in both EFS and now SENSA follow the 2006 Pakistan national curriculum. Independent evaluations of the reformed curriculum have confirmed it to be based on values of democracy, pluralism, and peace. All textbooks which enter into schools have to be approved by the provincial government, in this case the Sindh Textbook Board, to ensure they meet the requirements of the 2006 National Curriculum. This is a legal requirement.</p>

answer text <p>The United Nations High Commissioner for Refugees (UNHCR) is closely monitoring the conditions of Syrian and other refugees in the European countries in which they work. UNHCR does not report on the number of refugees living in conditions which do not meet international standards; however they provide regular information updates about the situation across Europe. For the latest report see attached.</p><p>The UK response to the crisis in Europe provides humanitarian assistance, protection and durable solutions to vulnerable migrants and refugees. This includes the relocation of a number of unaccompanied refugee children from Europe to the UK. The UK will also contribute £2.5 million to the new Emerging Resettlement Country Mechanism, which will facilitate the resettlement of refugees to suitable third countries.</p><p>If a Syrian national or any other person claims asylum in one of the listed EU Member States, EU asylum law will apply and EU directives require the listed Member States to ensure access to appropriate integration programmes that take into account the specific needs of beneficiaries of international protection.</p>

answer text <p>The UK remains deeply concerned by the situation in Gaza and the report’s warning that Gaza could become uninhabitable by 2020. UK aid has supported economic development, provision of basic services, and enabled reconstruction through support to the Gaza Reconstruction Mechanism. However, as the report makes clear, aid alone cannot solve the problems in Gaza. We welcome Israel’s decision last year to increase the water supply to Gaza, as well as other commitments which permit the construction of essential energy infrastructure. Improvements in energy and water provision are essential to improve the daily life of the people living in Gaza. The UK government frequently stresses with both parties the importance that these commitments are implemented quickly, and continues to press for a sustainable political solution for Gaza which will address Israel’s legitimate security concerns whilst opening up movement and access.</p><p> </p> more like this

answer text <p>The UK is concerned by the electricity shortage in Gaza and the serious impact it is having on the sewage system. We are in close touch with humanitarian agencies such as UNICEF, who lead on water and sanitation, about the main health risks associated with sewage treatment in Gaza. We are also in regular dialogue with Israel, the Palestinian Authority and other development actors on energy issues. The UK has supported partners such as the UN Relief and Works Agency for Palestine Refugees (UNRWA), which provides health services and repairs water infrastructure in Gaza. We are also encouraged by the commitments Israel made at the UN General Assembly in New York this year, which permit the construction of essential energy infrastructure for Gaza.
