answer text <p>The UK is the largest donor to Gavi, the global vaccine alliance, which provides developing countries with pneumococcal vaccine to protect against the main cause of pneumonia. 109 million children were given this vaccine between 2010 and 2016, thanks to Gavi’s support, saving an estimated 762,000 lives.</p><p>DFID supports Gavi’s Pneumococcol Advanced Market commitment, an innovative funding mechanism that incentivises pharmaceutical companies to produce vaccines for the world’s poorest countries at an affordable cost. DFID also supports countries to build stronger health systems that can respond to existing disease burdens and emerging health issues, including pneumonia, and works to tackle malnutrition, a key risk factor for severe pneumonia.</p> more like this

It is likely it will be a key theme at the Commonwealth Heads of Government meeting (CHOGM) in London in April, including covering issues around strengthening health systems in developing countries. Our partners carry out vulnerability assessments to ensure aid effectively reaches those most in need, including those from religious minorities, as it is recognised that religion may be a factor in causing vulnerability. We regularly review and discuss programme effectiveness with our international partners. The UK has an ambitious agenda for reform of the humanitarian system and is pressing to ensure that every pound of taxpayers’ money is spent as effectively as is possible to do so.</p> more like this

answer text <p>In determining UKAid funding to governments DFID assesses their commitment to each of four Partnership Principles. One of the Principles is commitment to human rights, which includes freedom of religion or belief. Evidence of lack of commitment to the Principles would influence choices on the level and the manner of aid provision, for example by providing aid through civil society organisations rather than through government bodies.</p><p> </p><p>DFID contractual and grant arrangements used for organisations other than governments include specific clauses to prevent any discrimination against protected characteristics, including religion or belief.</p> more like this

answer text <p>The ICAI Rapid Review of the Prosperity Fund acknowledged the significant progress made to date and the recommendations on areas for improvement were constructive. Work has continued since early 2017 to respond to the ICAI recommendations and to build a strategic portfolio that matches UK government priorities.</p><p>The Prosperity Fund published an Annual Report and financial data for 2016/17, and will continue to publish information, working to meet the government commitment of ‘good’ on the Aid Transparency Index by 2020.</p><p>All Prosperity Fund Official Development Assistance spend will comply with the International Development Act, and with the Gender Equality (2014) and the Official Development Assistance Target (2015).</p> more like this

answer text <p>ICAI’s mandate to scrutinise all UK Government Aid is clearly articulated in the UK Aid Strategy. This has been reiterated across government at all levels, including Ministerial, and the importance of positive engagement is emphasised in guidance to UK ODA spending departments. In addition, the Prosperity Fund is overseen by a Ministerial Board which meets regularly, with Lord Bates representing DFID. The Board sets the strategic priorities for the Fund, which include the requirements to comply with ICAI reviews.</p> more like this

answer text <p>The Prosperity Fund, which is led and managed by the National Security Secretariat in Cabinet Office, is committed to meeting the government target of ‘good’ on the International Aid Transparency Index by 2020. The Fund is working closely with DFID policy and Transparency teams, benefiting from their experience and expertise and the International Aid Transparency Initiative to ensure it meets standards for transparency.</p><p>The Fund has already begun working towards this target, publishing its first Annual Review in 2017, alongside a data release on spend for 2016/17. It will continue to increase the amount of information published on spend and programmes as it becomes available.</p><p> </p> more like this
