UK aid is providing unrestricted cash assistance to meet the basic needs of 60,000 of the most vulnerable Syrian refugees; improved shelter accommodation for over 30,000 vulnerable refugees; legal assistance and advice (e.g. to obtain birth/marriage registration and civil documentation) to over 100,000 individuals; and clean water and sanitation facilities for over 250,000 Syrian and poor Lebanese. Last winter, DFID also provided 380 heating stoves to vulnerable Syrian refugee households in need of specific wintertime support. DFID provides technical assistance and financial support directly to countries. For example, DFID is supporting Ethiopia’s health system by improving primary healthcare services to accelerate gains in adolescent, maternal and child health. In 2016-17, the programme contributed to over 1.3 million children receiving vaccinations against preventable childhood diseases. DFID’s investments in water, sanitation and hygiene and in nutrition also contribute to achieving universal health coverage and are essential for improving child health. These partnerships engage with ministries of health at all levels to share learning, on nurse training and clinical audits for example.</p><p> </p><p>As my Hon Friend the Parliamentary Under-Secretary of State for Public Health and Primary Care at the Department of Health and Social Care (DHSC) outlined in his response to you in PQ 158190, the UK government liaises with health ministers through international forums including the G20, World Health Assembly and UN High Level Meetings, sharing our lessons from the NHS to promote progress towards achieving universal health coverage. Several DFID country programmes include NHS partnerships in response to ministry demand, such as Ghana and Zambia. The new training covers human rights and religious freedom. In KP the induction programme includes a module to promote teacher tolerance in diverse classrooms and a sub-module that specifically focuses on creating an inclusive learning environment for students from religious minorities. Our longstanding support to UNRWA provides primary healthcare to 1.3 million people in Gaza. The UK regularly raises the issuance of medical permits, which is vital for healthcare for Gazans, with the Israeli authorities.</p><p>b) The UK will work with Israel, the Palestinian Authority, other donors and the Office of the Quartet to provide a sustainable electricity supply to Gaza. This requires greater domestic electricity capacity and energy imports from Israel and Egypt as well as institutional reform.</p><p>c) UK funding to UNICEF is helping 2 million Gazans access clean safe water and stopping the spread of disease by providing over 1000 roof water tanks and disinfecting 280 wells, 38 desalination plants and 40 reservoirs.</p><p>d) The UK has already provided support to water infrastructure and will support other infrastructure investments through our new economic development programme. This requires greater domestic electricity capacity and energy imports from Israel and Egypt as well as institutional reform.</p><p> </p><p>b) My officials and I regularly raise the issuance of medical permits. I most recently raised our concerns about the situation in Gaza with the office for the Coordination of Government Activities in the Territories (COGAT) in May. We hold regular discussions with the Palestinian Ministry of Health on their plans to respond to the immediate needs in the health sector in Gaza.</p><p> </p><p>c) DFID enables <strong>reconstruction</strong> efforts in Gaza through our support to the Materials Monitoring Unit of the Gaza <strong>Reconstruction</strong> Mechanism, which monitors the import, storage, supply and use of construction materials.
