answer text <p>The UK Government is strongly committed to meeting the needs of internally displaced persons (IDPs). We published a new Humanitarian Reform Policy in October last year which includes a focus on forced displacement and measures that are relevant for mitigating and responding more effectively to displacement. We believe our primary focus should now be at the global level to press for a more effective international response. For example, several UN Member States, including the UK, are now actively exploring options with the UN – including the idea of launching a UN High Level Panel on Internally Displaced Persons, which presents one way of galvanising greater political and operational attention and action on IDPs.</p> more like this

answer text <p>DFID supports many activities that tackle the Illegal Wildlife Trade which contribute to animal conservation. Since 2014, DFID and the Department for Environment, Food and Rural Affairs (Defra) have jointly provided £11million to the Illegal Wildlife Trade Challenge Fund, administered by Defra. Through the Challenge Fund we have supported a range of proposals, including one for implementing park action plans for community engagement to tackle illegal wildlife trade in Uganda and one for building judicial capacity to counter wildlife crime in Kenya.</p><p>For the years 2014, 2015, 2016 and 2017 respectively, this was split as follows: Africa: £0.4million, £1.2 million, £2.9million and £2.1million; Asia: £0.3million, £0.9million, £1.0million and £1.3million; and South America: £0.06million, £0.1million, £0.1million and £0.09million.</p><p>Between 2014 - 2018, DFID and Defra also contributed £210million to the Global Environment Facility. Through this funding, the department supports the £100million Global Wildlife Programme, the world’s largest single counter-Illegal Wildlife Trade Programme. This promotes wildlife conservation and sustainable development by combatting illicit trafficking in wildlife in Africa and Asia.</p>

answer text <p>DFID works with the UN Children’s Fund (UNICEF) to support up to 1 million Gazans by providing clean water and rehabilitating sanitation facilities. DFID is also developing a new economic development programme which will help to address the lack of safe water in the Occupied Palestinian Territories through a range of activities, including by: enhancing the domestic desalination capacity; increasing capacity to import more water; and reforms and institutional capacity building to Palestinian water agencies. There are no plans at present to discuss an equitable basis for sharing the available water in the West Bank with the Palestinian Hydrology Group.</p> more like this

answer text <p>As for all DFID programmes, officials regularly monitor and review our programmes in the Occupied Palestinian Territories (OPTs) to ensure they are delivering results and that UK aid reaches the intended beneficiaries and achieves the best development outcomes, with a strong focus on ensuring value for money for the UK taxpayer. The processes in place include comprehensive annual reviews and project completion reports. These reviews are available on the DFID Development Tracker at <a href="https://devtracker.dfid.gov.uk/" target="_blank">https://devtracker.dfid.gov.uk/</a>. DFID has due diligence assessment processes to provide assurance over the expenditure of our funds, and DFID’s project spending in the OPTs is subject to annual, independent financial audit. The overall programme is also subject to the regular audit cycle of DFID’s Internal Audit Department and the National Audit Office. DFID has a zero-tolerance approach to fraud and has robust controls against diversion of aid to terrorist groups.</p>

answer text <p>Our financial assistance to the Occupied Palestinian Territories helps to maintain stability and is underpinned by HMG’s long-standing objective that the only way to allow Palestinians and Israelis to live in peace is through a negotiated two-state solution. As joint-Minister for the Department for International Development and the Foreign and Commonwealth Office, I ensure that my officials liaise closely to deliver development programmes in support of a two-state solution which requires collaborating equally with the Israeli Government and the Palestinian Authority.</p> more like this
