This situation is now being compounded by the rapid spread of COVID-19, with UK-funded modelling estimating that Yemen has already had over 1 million infections.</p><p>In response, we are promptly disbursing funding from our new £160 million commitment for this financial year (2020/21), to help the UN tackle the spread of COVID-19 in Yemen and address the humanitarian crisis. We have already disbursed 32% of this funding and expect to have disbursed over 50% by the end of July.</p><p>We are encouraging other international donors to urgently provide funding to the UN humanitarian response, ahead of Yemen’s expected COVID-19 peak in late July. COVID-19 and the desert locust outbreak are compounding existing humanitarian need caused by residual effects of war and climate change. Humanitarian and development programmes in Eritrea are being adapted to address current food security challenges. DFID funds life-saving activity in Eritrea, including providing £4 million to UNICEF in 2019-20 to help treat malnutrition in under-fives and provide access to safe hygiene and sanitation services. This programme continues to deliver basic nutrition supplies in the Afar region during the pandemic.</p><p>Like most countries affected by COVID-19, the authorities have imposed an internal travel ban and lockdown across Eritrea. We will continue to urge for these measures to be necessary, proportionate, time-bound, transparent and regularly reviewed. UNICEF work with the Ministry of Health and at all levels of the local community to build the capacity of the health service in Eritrea and encourage a long-term, sustainable response to undernutrition. No military personnel are employed in the delivery of the programme and enhanced safeguards are in place to prevent the use of forced labour.</p><p>The UK continues to call for reform of Eritrea's use of a system of universal and compulsory national service directly with the Government of Eritrea. DFID has invested significantly in ensuring that programmes are scrutinised for value for money and effective delivery. The department has a track record of spending and monitoring ODA well, including through ICAI.</p><p>(2) DFID is committed to transparency and continues to be a global leader, remaining in the ‘very good’ category of the 2020 Aid Transparency Index which assesses the performance of the world’s major aid donors. This Government is committed to SDG3, ensuring healthy lives and promoting health and wellbeing for all at all ages, and supporting countries to achieve Universal Health Coverage.
