answer text <p>The UK Aid Strategy was published alongside the Government’s Strategic Defence and Security Review which sets out the Government’s approach to human rights. The UK will continue to promote universal human rights as an integral part of building prosperity and stability around the world. We will work with our partners to strengthen the promotion and protection of human rights and hold to account those responsible for violations and abuses. This is part of our work to promote the golden thread of democracy, rule of law, free media and open, accountable institutions.</p><p>The UK Aid Strategy has at its heart the Global Goals for Sustainable Development, which represent a commitment to achieve substantive, measurable improvements on economic, social and political human rights. It commits to leading the world in implementing the Leave No One Behind Promise agreed by the Prime Minister and other world leaders in September 2015. The ‘leave no one behind’ principle is an expression of the human rights agenda, which the UK played a key role in securing in negotiations. It also commits us to working towards ending violence against girls and women, including ending FGM and child, early and forced marriage, and tackling sexual violence in conflict. It commits to prioritising work that targets the most vulnerable and disadvantaged, the most excluded, those caught in crises, and those most at risk of violence and discrimination.</p>

Whilst it is for him to decide on participants, he has been clear in his intention to make the Summit an open and participative process. answer text <p>Whilst exact displacement figures from Jebel Marra are difficult to establish due to access restrictions and challenges with registration, we regard the UN figure of approximately 130,000 people displaced as the best possible estimate. This is of course deeply troubling, and we have raised our concerns with the Government of Sudan. We continue to press both bilaterally and at the UN Security Council for full humanitarian access to be granted to the affected areas.</p> more like this

answer text <p>Migration within and from Africa is a major development issue. It needs to be addressed in part by tackling instability and the root causes of migration. At the Valletta Summit the European Union agreed a new €1.8 billion Trust Fund focussing on four main areas linked to development priorities identified by the host governments in Africa: i) promoting greater economic and employment opportunities; ii) strengthening resilience of communities and in particular the most vulnerable, as well as refugees and displaced people iii) improved migration management in countries of origin and transit; and, iv) improved governance and conflict prevention, and reduction of forced displacement and irregular migration.</p><p>The Trust Fund is composed of three windows, one for the Horn of Africa, one for the Sahel and one for North Africa. The proposed work of the Trust Fund complements DFID’s own approach in these regions. The UK is represented by DFID on each of the EU Trust Fund window’s Operating Committees and on the overall board of the Trust Fund. DFID, the FCO and Home Office officials work as one team to coordinate engagement with EU Trust Fund. The UK is playing a full role in shaping the Trust Fund’s strategy and we work hard to ensure that the funding is well spent and that proposed projects deliver maximum value for money.</p>

answer text <p>The science is clear on this matter - earthquakes cannot be forecast with any degree of reliability. Remote sensing does exist, but can only operate in extremely technically sophisticated environments, and even then can only provide limited warning of a few seconds or minutes in which to respond. As such the UK Government does not provide remote sensing data to detect, forecast, and provide warning of earthquakes in Afghanistan.</p><p>When it comes to other forms of natural disaster, DFID funds a resilience and disaster risk reduction programme in Afghanistan which provides £9.6m over four years (2015-18) to an NGO consortium called Afghanistan Resilience Consortium (ARC). Implementation is focused in the eight northern provinces of Afghanistan which are the most disaster prone.</p> more like this

answer text <p>The UK was one of the first to respond widespread food insecurity resulting from a poor 2015 harvest and the emerging El Niño. Since September 2015, we have been supporting over 350,000 people in the worst affected areas, through cash transfers, in a £15m programme ending in July 2016.</p><p>An estimated 2.8 million people currently face food insecurity in Zimbabwe, so the UK is also helping to build their longer term resilience to future droughts. Our programmes provide training to smallholder farmers strengthening their ability to cope with the effects of climate change; and supporting them to grow drought resistant crops - such as ground nuts, sesame and mung bean for sale to the market.</p> more like this

answer text <p>UK aid to the Palestinian Authority (PA) is subject to rigorous scrutiny, with safeguards in place to ensure its being used for proper development purposes. Our financial assistance to the PA is used to pay the salaries of civil servant and pensioners. Our support is provided through a multi-donor trust fund administered by the World Bank, which carries out close monitoring of PA expenditure. Only named civil servants from a pre-approved EU list are eligible, and the vetting process ensures that our funds do not benefit terrorist groups.
