answer text <p>Yarmouk camp has been besieged for several years. Humanitarian access remains restricted due to ongoing military activity and the presence of Daesh. The UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), supported by DFID, has had no direct access to the camp since April 2015.</p><p> </p><p>We continue to call on all parties to protect civilians, and to allow humanitarian agencies unfettered access to provide aid to those most in need, including at the UN Security Council and the International Syria Support Group. The Secretary of State for International Development and Minister of State for the Middle East focused on these messages at the ‘Supporting the Future of Syria and the Region’ Conference in Brussels on 24 and 25 April.</p> more like this

answer text <p>The UK Government is deeply concerned by the reported shortage of antibiotics in Gaza. According to the World Health Organisation, in February 2018 42% of the 516 essential drugs were completely depleted. This includes drugs used in emergency departments and critical units. The healthcare system in Gaza has been further strained by the recent casualties suffered during protests in Gaza, as well as the shortage of electricity and fuel, which could be life-threatening for some patients. As a result of this, the lack of antibiotics and constraints in accessing medical care outside of Gaza, patients face delays in accessing treatment, higher risks of infection and death, and the closures of key services.</p><p> </p> more like this

answer text <p>UK officials have seen the report, which claims that 78% of international development aid money for the Occupied Palestinian Territories (OPTs) is used to import goods from Israel. We cannot confirm the validity of this claim, but we note that the report does not claim that international development aid is not reaching the intended Palestinian beneficiaries for humanitarian purposes<strong>.</strong> DFID implements a robust monitoring and evaluation system to ensure that UK aid reaches the intended beneficiaries and achieves the best development outcomes, with a strong focus on ensuring value for money for the UK taxpayer. As the report notes, the Palestinian economy is highly reliant on Israel for trade, particularly for the imports of goods and services. According to the United Nations Conference on Trade and Development, trade with Israel accounted for around half of Palestinian trade in 2016. The UK consistently calls on the Israeli Government to ease movement and access restrictions in the OPTs to help unlock trade opportunities with other countries.</p>

answer text <p>The UK is committed to ensuring another generation of girls do not miss out on education. In our 2018 Education Policy we shone a spotlight on supporting the hardest to reach girls to achieve 12 years of quality education and learning. This includes recognising the importance of providing menstrual hygiene facilities in schools and tackling discriminatory gender norms (including taboos around menstruation) to support girls to stay in education during their periods.</p><p> </p><p>We support a range of interventions to support this ambition. The majority of our country-level school and community-level water and sanitation programmes include a strong focus on menstrual hygiene management. More specifically: we support the provision of menstrual hygiene facilities in 5000 schools across 10 countries; in Zimbabwe, our Secondary Education Programme is supporting over 24,000 vulnerable girls to stay in school during their periods by providing them with regular supplies of sanitary pads; and through the Girls’ Education Challenge Fund we support a range of school-based menstrual hygiene projects in 12 countries.</p>

answer text <p>The UN Relief and Works Agency (UNRWA) provides essential services to over 5 million registered Palestinian refugees across the region. According to UNRWA, there are approximately 460,000 registered in Lebanon. Many displaced Palestinians from Syria living in Lebanon depend heavily on UNRWA assistance. We are keeping in close contact with regional representatives to understand risks to UNRWA’s sustainability and continue to work closely with UNRWA, the United States, and other European Union partners on how to maintain continuity of key services such as education and health for Palestinian refugees across the region, including in Lebanon. UNRWA has publically stated their determination to continue services in all their fields of operations.</p> more like this

answer text <p>The UK is concerned about reports that Beit Hanoun Hospital has been partially closed in order to rationalise fuel. The UK continues to monitor the humanitarian situation in Gaza closely. The UK is supporting approximately 1 million Gazans by addressing critical water, sanitation and hygiene needs through the United Nations Children’s Fund (UNICEF), and is a long-term supporter of the UN Relief and Works Agency for Palestinian Refugees (UNRWA), which provides basic services to 1.3 million people in Gaza, including basic health care. The UK will continue to urge all the parties to prioritise progress towards reaching a durable solution for Gaza and to take the necessary practical steps to improve conditions, including restoring the availability of electricity as a matter of urgency.</p> more like this
