answer text <p>Humanitarian organisations deliver aid directly to those in need across Syria. Neither the UK nor the UN delivers aid to the Assad regime.</p><p>Since 2012, the UK has allocated £835 million to support vulnerable people inside Syria including in besieged areas such as Eastern Ghouta, where DFID’s humanitarian partners are on the ground providing life-saving food, protection, and healthcare where access allows. We do not hold information on the amounts of aid the UN delivers to specific geographic areas in Syria.</p> more like this

answer text <p>DFID’s humanitarian partners are on the ground in Eastern Ghouta (as well as other hard-to-reach and besieged areas) providing life-saving food, protection, and healthcare including routine immunisation services against infectious diseases such as polio and measles. However, humanitarian access remains severely constrained.</p><p>The UK continues to demand full and sustained humanitarian access to Eastern Ghouta at the UN and at every opportunity, and we have called on all parties to take all feasible measures to protect civilians, and allow emergency medical evacuations.</p> more like this

answer text <p>Aid delivered by road by trusted humanitarian partners (including the UN) is by far the most effective way to meet needs in Syria and to ensure that it reaches those most in need. Airdrops are high risk and not capable of delivering many of the types of aid on a scale that could meet key needs (e.g. safe drinking water, shelter, health support). Crucially, the consent is needed of those who control the airspace and those on the ground that could threaten aircraft. There is nothing to suggest that the Assad regime would provide such consent if it remained intent on blocking land access.</p><p>The UK continues to demand full and sustained humanitarian access to besieged locations across Syria at the UN and at every opportunity, and we have called on all parties to take all feasible measures to protect civilians, as required under international humanitarian law.</p> more like this

answer text <p>The DFID Strengthening Governance Structures programme, Tatweer, is currently supporting thirteen Syrian councils in Aleppo, Idlib, Rif Damascus and Dera’a Governorates. Three further councils have received support through Tatweer, but this is currently suspended. For security reasons and for the protection of staff DFID does not disclose which councils have received funding.</p><p>DFID continuously assesses partners and has extensive controls in place to ensure money is used for its intended purpose and does not benefit extremist groups. Tatweer has field staff embedded within communities monitoring the ongoing conflict and the influence of extremist groups on local governance structures. Tatweer is clear with communities and local council members that any influence from extremist groups on councils will not be tolerated.</p><p>DFID has suspended financial support to two local councils in Idlib where Hayat Tahrir Ash Sham has sought to influence or control councils. We have also suspended supported to a council in Dera’a due to intense fighting. No financial support was diverted in either case. Assistance is monitored continuously and the UK Government will withdraw support if there is reason to believe UK funding may be at risk.</p>

answer text <p>DFID has a zero tolerance approach to the diversion of aid funds to extremist groups. Our programmes are designed with a range of safeguards to ensure tight financial controls at each level of the process. All reports of fraud, or diversion are taken seriously and investigated.</p><p>All organisations that receive funding from DFID are required to provide evidence about the use of funds, including providing audited financial statements. This is monitored as part of our monitoring of programme performance and delivery.</p> more like this

We are leading the way by placing its key principles – such as greater transparency and more effective prioritisation of aid – at the heart of our own response, and encouraging others to do the same. At the 2016 London Syria conference, we pushed for a shift to more multi-year financing to enable better long-term planning, and helped secure pledges of $6.1 billion. At this year’s Brussels Syria conference, we joined our co-chairs and other participants in committing to further action to include Grand Bargain commitments in the Syria response to ensure that it is effective and efficient.</p> more like this

However, the Assad regime is besieging the area, preventing the delivery of new supplies. This is leading to a deterioration in already dire humanitarian conditions, with reports of growing food shortages and cases of acute malnutrition. We are using our position on the UN Security Council, and in the International Syria Support Group, to press the regime and its backers to allow unfettered access so that aid can reach those in desperate need.</p> more like this

answer text <p>The UK is working with the UN and other donors to translate the Grand Bargain commitments made at the World Humanitarian Summit into action, including through its response to the Syria crisis.</p><p> </p><p>The UK plays a leading role in providing education in crises. We helped launch UNICEF’s No Lost Generation Initiative, which provides education, protection, and mental health support for children affected by the Syria crisis. In 2016/2017 alone, DFID helped provide over 350,000 children in Syria with access to formal primary education and over 80,000 with access to non-formal education.</p> more like this
