answer text <p>The UK continues to closely track the challenges faced there and is pushing hard to improve humanitarian access to this region. We continue to press the regime and its backers to allow unfettered access to reach those in desperate need. Where access allows, DFID funded partners are providing essential support including medical consultations, monthly food rations and relief packages in the South.</p><p> </p><p> </p><p> </p><p>The UK is committed to ensuring that any refugee returns to Syria must take place voluntarily, in safety and dignity, in line with international law. The UN has been clear that conditions in Syria are not conducive for refugee returns and we fully support this position.</p><p> </p> more like this

answer text <p>As of September 2018, DFID has committed additional aid funding of up to £32 million for Northern Syria. DFID’s education programming has so far contributed to improved access to better quality education for 270,000 children in Northwest Syria, including children inside and outside the de-militarised zone. Our support in Idlib has also provided safe spaces for children and victims of gender-based violence, funded capacity building of vital child protection services by Syrian organisations and provided immunisations for 95,000 children under five between January and June 2018.</p><p> </p><p> </p><p> </p><p>We continue to advocate for the protection of all civilians in Idlib, including at the UN Security Council, and call on all parties to adhere to agreed ceasefires and cessations of hostilities. It is crucial that unhindered humanitarian access is maintained in Northwest Syria so that aid can reach those in desperate need, and that a reckless military offensive by the Syrian regime is avoided.</p>

answer text <p>The UK remains immensely concerned by the ongoing situation in the Rukban camp. We have continued to publicly highlight the need for sustained humanitarian access to reach the estimated 41,000 people in dire need of humanitarian assistance.</p><p> </p><p>Aid delivered by road, by trusted humanitarian partners, including the UN and other NGO partners, is assessed as the best way to deliver aid to hard-to-reach areas such as the Rukban camp. We welcomed the successful interagency convoy that delivered life-saving aid to the camp last month. It is crucial that this is not viewed as a one-off event. We urge the Assad regime and its allies, in the strongest possible terms, to ensure there is now regular humanitarian access to the camp. We also welcome Jordan’s support in providing water to Rukban; maintaining access to the UN clinic in Rukban; and assisting with emergency medical cases.</p> more like this

answer text <p>Lord Bates’ statement on 16 October to the House of Lords expressed the UK’s increasing concern regarding the estimated 50,000 people currently stranded at the Rukban camp. A recent UN mission revealed rapid deterioration in the humanitarian situation, with access to those at the Rukban Berm extremely constrained. To date, the UN has not been granted sustained access by the Assad regime.</p><p> </p><p>The UK urges all parties to ensure unconditional and sustained humanitarian access that will enable regular aid deliveries to take place. We continue to call on all parties to ensure that the approved humanitarian convoy from Damascus to Rukban takes place, providing the assistance these people badly need.</p> more like this

Over 50% of the Idlib population have been displaced from their homes, sometimes multiple times, stretching scarce resources beyond their limits and putting further strain on host communities. answer text <p>DFID’s focus in Syria is on helping those most acutely in need, and we have extensive controls in place to ensure that UK aid does not benefit the Assad regime. In 2017/2018, our partners operating from Damascus delivered 31% of DFID’s spending in Syria. The majority of that aid was delivered to those most in need living in areas controlled by the Assad regime. A small proportion was also delivered from Damascus to hard-to-reach and besieged areas held by the opposition.</p><p> </p><p>The remainder was delivered by agencies working cross-border from Turkey, Jordan, Lebanon, and Iraq into areas not controlled by the Assad regime, and on monitoring and evaluation activities.</p> more like this

answer text <p>DFID prioritises reaching the most vulnerable people across Syria, wherever they may be. UK funding is distributed on the basis of need rather than geography, and we are advocating to improve the effectiveness and funding of the international response to the Syria Crisis. DFID does not require its humanitarian partners to breakdown funding or results provided to them by area of control, as this is not the basis on which aid is delivered.</p><p> </p><p>DFID is providing support to vulnerable Syrians, including displaced people, across the North West of Syria. This includes food packages, access to sustainable water, health consultations, education, and livelihoods and agriculture support. answer text <p>The UK concentrates its humanitarian efforts in Syria on helping those most acutely in need. We have now committed £2.71 billion to the Syria Crisis to date, our largest ever response to a single humanitarian crisis. Of this, £2.3 billion has already been allocated by DFID to implementing partners including £910 million for humanitarian projects in Syria, and over £1.4 billion for projects in the region supporting Syrian refugees and host communities. DFID is currently funding 15 agencies implementing projects in Syria, including UN agencies, international NGOs, and some private sector companies.</p><p> </p><p>Since 2012, our support has provided life-saving support to millions of Syrians, including over 22 million food rations, 9.9 million medical consultations, and over 9 million relief packages across Syria.</p> more like this
