answer text <p>Civil society organisations (CSOs), including charities based overseas, are key partners for DFID. Many of DFID’s programmes support local and international CSOs in order to deliver humanitarian and development outcomes, including providing humanitarian support to tackle the spread and consequences of COVID-19. As DFID’s programming adapts to respond to COVID-19, we are also considering what work needs to be adapted or paused as our partners are affected by the pandemic, either directly or in response to the risk.</p><p>DFID’s recent announcement of £200 million of funding to the global response, brings the total announced funding to £744 million to support the global efforts to combat the outbreak of the pandemic. This includes £20 million directly to CSOs to support them on humanitarian response, the majority of which will go through the Rapid Response Facility. It also includes £130 million for the UN agencies. CSOs based overseas will be able to access some of this funding as downstream partners. Extra funding opportunities will also be available through DFID’s new partnership with Unilever to support hygiene practices in developing countries.</p><p>We are reviewing our programme portfolio in light of the COVID-19 response which will enable us to identify existing activities which can already support the response and others which can be adapted or scaled up, such as our support to health systems and humanitarian crises.</p><p>DFID is offering support to suppliers and partners where this is appropriate, and will apply the provisions of the Cabinet Office Procurement Policy Note and associated guidance for grants, which allows for relief on services and goods provided in the UK to DFID aid programmes as a last resort, and on a case-by-case basis for DFID contracts and grants.</p>

answer text <p>The UK has so far pledged £744 million of UK aid to end the coronavirus pandemic as quickly as possible: tracking the efficiency, effectiveness and impact of that spend is essential.</p><p>We have a strong, coordinated monitoring, evaluation and learning system to ensure accountability for decision making and resource allocation to these priorities. This will also ensure DFID and other government departments learn from and use evidence to improve current and future responses to crises in developing contexts. This is part of DFID’s overall approach to ensuring that our investments in tackling COVID-19 are driven by the best evidence and latest scientific advances.</p><p>As programmes adapt and mobilise to tackle the impact of COVID-19, so too will our monitoring, evaluation, and learning approach and framework. The COVID-19 response will draw on the systems and expertise we already have on monitoring, evaluation and learning. Our existing Evaluation Strategy, the key points of which were published in the <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/854530/Evaluation_Annual_Report_2018-19-Dec19a.pdf" target="_blank">Evaluation Annual Report 18-19</a>, will direct our monitoring, evaluation and learning response to COVID-19 interventions. This Strategy enables DFID to use the best evidence tools for learning and improving throughout our programmes, as well as prioritising investment in rigorous central evaluations in the most strategic areas.</p><p>DFID’s overarching results indicators under the Single Departmental Plan are public. We will also publish information on our monitoring, evaluation and learning approach to COVID-19 as part of our Evaluation Annual Report.</p><p> </p>

As part of this package, there is funding for international NGOs, including UK charities. In addition, extra funding has been allocated to NGOs through the DFID Unilever COVID-19 Hygiene and Behaviour Change Coalition.</p><p>DFID is also adapting its programmes across its country network to respond to COVID-19 and has committed significant funding through the multilateral system. We also expect NGOs to play a key role in delivery through these channels.</p><p>Additionally, The Small Charities Challenge Fund is open on an ongoing basis for applications for grants of up to £50k from the very best small British development charities. Applications will next be reviewed on 24 September 2020 and projects which address the impacts of COVID-19 will be prioritised.</p>

answer text <p>Ministers and officials are in regular contact with senior World Health Organisation and African Union representatives in coordinating a response to COVID-19 in Africa.</p><p>Our partnership with the Africa Centres for Disease Control and Prevention includes technical cooperation through the UK Public Health Rapid Support Team and Public Health England, as well as a £2 million research grant through the joint DFID–Wellcome Trust Initiative on Research for Epidemic Preparedness.</p><p>Under the African Union-UK strategic partnership, we are in close contact with the African Union on their plans to address the peace and security impacts of the pandemic and promote the continent’s economic recovery. answer text <p>The COVID-19 pandemic is the biggest threat we have faced in our lifetimes, and here in the UK and across the globe we are seeing the devastating impact of this virus. The UK is at the forefront of the international response, having so far pledged £744 million of UK aid.</p><p>In order to ensure we can divert sufficient resources to HMG’s COVID-19 response, DFID is reprioritising its planned spend and objectives for this financial year and beyond. This is both for our immediate COVID-19 response and to support longer-term recovery through rebuilding livelihoods, economies and health systems.</p><p>We will continue to work to deliver the 2019 Manifesto priorities, for example on girls’ education, and help vulnerable people, systems, and economies whilst prioritising the global COVID-19 response.</p> more like this

answer text <p>The UK strongly supports the UN’s Global Humanitarian Response Plan to tackle COVID-19. Our latest UK aid funding of £200 million, announced on 12 April, will enable humanitarian organisations to help reduce mass infections in developing countries which often lack the healthcare systems to track and halt the virus. This funding includes £130 million to UN agencies in response to their COVID-19 humanitarian appeals and £50 million to the Red Cross to help its efforts in difficult to reach areas, such as those affected by armed conflict. We continue to urge other countries to step up to support international appeals.</p><p>Additionally, the UK has pledged £50 million to match £50 million from Unilever for a joint global hygiene project targeting up to a billion people with awareness and behavioural change campaigns to promote handwashing and providing 20 million hygiene items like soap and bleach to help the most vulnerable communities protect themselves.</p><p>This humanitarian funding brings the total amount of UK aid committed to fight COVID-19 to £744 million. This includes support to develop new vaccines, tests and treatments; humanitarian aid and support for the International Monetary Fund to help mitigate the impact of COVID-19 on the world’s most vulnerable countries.</p>
