The United Nations Statistical Commission has asked the Inter-Agency Expert Group on Sustainable Development Goal Indicators to take forward further work on the indicator framework, including a review of the indicator on health financing due to the concerns over its ability to measure financial risk protection in its current form. Delivering Global Goal 3, to “ensure healthy lives and promote well-being for all”, will instruct the health support we provide, with priority given to ensuring that poorer, harder to reach populations achieve better access to good quality essential services. answer	answer is ministerial correction date of answer 25/01/2016 answer text <p>We are currently in discussions with the World Health Organisation (WHO) regarding who will represent the UK at the meeting of the World Health Organisation's Consultative Expert Working Group in March 2016.</p><p>The UK Government priority is to see a Pooled Fund for Research and Development established with support from WHO Member States, especially those that have not provided funding for this type of work. The UK Government supports systems that separate the market incentives to produce a drug or vaccine from the Research &amp; Development process, prioritise public health need over profit and work in partnership with a wide range of different organisations, covering the public, private and philanthropic sectors. This includes the World Health Organisation CHOICE (CHOosing Interventions that are Cost-Effective) project that provides detailed cost-effectiveness estimates of a large number of interventions to reduce risks to health, including many causes of blindness. DFID’s aim is to maximise health gains through targeted, cost-effective health interventions that are delivered through strengthened, more efficient and effective health systems.</p><br /><p>Every DFID project is rigorously appraised before approval. During implementation each project is regularly monitored to examine whether the targeted results are on track, whether the project represents value for money and remains cost effective, and what, if any, corrective action needs to be undertaken. DFID considers alternative approaches and cost-effectiveness, amongst other factors, whenever we make an investment. answer	answer is ministerial correction date of answer 23/11/2015 answer text <p>In 2013, the World Health Assembly approved the <em>Global Action Plan for the Prevention of Avoidable Blindness and Visual Impairment 2014-2019 - Towards Universal Eye Health. </em>This is a roadmap for WHO Member States and international partners with the aim of achieving a measurable reduction of 25% of avoidable visual impairments by 2019. One of the three key objectives of the plan is the development and implementation of integrated national eye health policies, plans and programmes to enhance universal eye health.
