answer text
The PM has launched a government-wide review of the UK’s foreign, defence, security and development policy. As the UK’s Development Finance institution, wholly owned by the Crown, CDC will be part and parcel of this integrated review. The Crown’s shareholding in CDC is not expected to change. Ministerial oversight of CDC will continue to be exercised by the Secretary of State for International Development until September, at which time Ministerial oversight of CDC will pass to the Foreign Secretary as the Secretary of State responsible for the new Foreign, Commonwealth and Development Office. There will continue to be parliamentary scrutiny of CDC. It is not anticipated that the creation of the Foreign, Commonwealth and Development Office will require any legislative changes in relation to CDC.

more like this

answer text
DFID is an active and engaged shareholder. Our influence over the strategic direction of CDC is evident from the changes that CDC has undergone over the last 5/6 years, in which we have played a key role.

DFID, as sole shareholder, sets the company’s investment policy – outlining which countries CDC should invest in, the types of investments it makes, and setting the performance targets CDC must reach. DFID appoints the Chair and certain other members of the Board, and holds the Board accountable for delivery of CDC’s five year strategy and for achieving the performance targets set in the Investment Policy.

Management has delegated authority from the Board to make investment decisions, meet corporate objectives and financial regulatory obligations.

DFID exercises shareholder oversight through close contact with both Board and management, including via Quarterly Shareholder Meetings held to review progress and performance (financial, development impact, risk management, investment pipeline forecasts) and Annual Meetings with the Board.

DFID’s oversight of CDC is scrutinised by the International Development Committee, the National Audit Office, UK Government Investments, the Treasury and the Public Accounts Committee. The National Audit Office recently described DFID’s governance arrangements as ‘thorough’ in its recent value for money study.

answer text
The National Action Plan and accompanying Implementation Plan are intended to strengthen the UK’s ability to reduce the impact of conflict on women and girls and to promote their inclusion in conflict resolution. CDC’s investments help to address the root causes of conflict and promote stability via their impact on job creation and economic development, including for women.

CDC’s Code of Responsible Investing requires it to pay specific attention to the impact on women of its investment wherever it works but CDC does not have a direct role in conflict resolution or supporting women in conflict, so the Plan is not directly applicable and CDC is not included in the Implementation Plan for the NAP.
more like this
