answer text
DFID invests in long-term planning, preventative programmes and putting systems in place to build the capacity of countries at risk of food insecurity. Early warning mechanisms and resilience systems put in place with DFID support since 2010/11 have strengthened the response to the food crisis across the Horn of Africa this year. For example, with DFID support the response in Somalia has mobilised much earlier this year compared to 2010; in Kenya the Hunger Safety Nets Programme has enabled emergency support to be delivered at scale to drought affected households much quicker than in previous crises.
more like this

Severe food insecurity levels and malnutrition rates, including pockets of famine, continue to worsen alongside an unprecedented dry season and cholera outbreak. The operational environment is significantly constrained with severe access issues and diminishing humanitarian space. Fighting continues across the country, causing widespread displacement and driving the humanitarian crisis. There are 7.5 million people in need of humanitarian assistance and over 3 million people displaced.
more like this

answer text
We are making progress to meet our commitments, made at the World Humanitarian Summit, on localisation. Globally DFID is the largest donor to the Country Based Pooled Funds and continues to invest in civil society consortia that support localisation. This includes through the centrally managed Disasters and Emergencies Preparedness Programme (DEPP) which invests in the longer-term capacity development of national and local NGOs in contexts of high humanitarian risk. In East Africa, DEPP supports 15 projects in Kenya, Ethiopia and South Sudan. Where we are required to deliver rapidly and across multiple contexts, such as in the east Africa food crisis, international assistance remains necessary to deliver at scale.
more like this

answer text
The UK is leading international efforts to prevent a famine. Our early action is paying dividends and the international response is scaling up. Donors have allocated more in the first three months of 2017 than was raised in the whole of 2016 for the humanitarian response in Somalia (including Somaliland). This has enabled humanitarian partners to reach 1.75 million people with food and 1.15 million people with safe water in March alone.

The UK continues to press for full and sustained access to hard to reach areas across Somalia. We are pushing the Federal Government of Somalia to fulfil its commitment to tackle all obstacles to humanitarian access. We are also supporting partners, like the International Committee of the Red Cross, who have the capability to open humanitarian access in hard to reach areas.
more like this
