answer text <p>If we are to meet the ambition of Sustainable Development Goal 3 and ensure no-one is left behind, countries need to invest more public resources in health. The UK strongly supports the commitments in the United Nations Political Declaration on Universal Health Coverage. This calls on countries to increase public spending, with an emphasis on primary health care, noting World Health Organisation recommendations of an additional 1% of GDP or more. We provide technical assistance to countries as part of our health system strengthening programmes through our country offices and through funding to the World Health Organisation. The UK will step up our efforts to <a href="https://www.parliament.uk/business/publications/written-questions-answers-statements/written-statement/Commons/2019-10-02/HCWS1844/" target="_blank">end preventable deaths of mothers, new-born babies and children</a> in the developing world by 2030. This will include boosting our support for developing countries to make progress towards universal health coverage, focusing on ensuring sexual and reproductive health and rights and helping the most vulnerable women such as survivors of female genital mutilation, and working with our global partners to deliver Gavi’s new strategy that will vaccinate a further 300 million children in the world’s poorest countries by 2025.</p>

answer text <p>According to the UN’s 2019 Humanitarian Needs Overview, only 22 per cent of rural and 46 per cent of urban populations are connected to partially functioning public water networks, and trucked water is mostly unregulated and expensive.</p><p> </p><p>Where functioning public water and sanitation systems exist, coverage remains poor, with a majority of governorates and districts reportedly showing coverage below 60% of the populations they serve.</p><p> </p><p>The international humanitarian response, including funding from the UK, ensures that sustained water delivery reaches an average of approximately 3.5 million people per month whilst sustained sanitation delivery reaches an average of approximately 1.7 million people per month.</p> more like this

answer text <p>As of 29 September, according to data from the UN Verification Inspection Mechanism (UNVIM), ten vessels carrying cargos of fuel were awaiting to berth at Hodeidah port.</p><p> </p><p>These vessels were carrying a total estimated volume of over 212,000 Metric Tonnes of fuel – the equivalent of approximately a month’s average fuel imports through Hodeidah port. We cannot estimate the value of this fuel as the overall value depends on the individual commercial arrangements made in each case.</p><p> </p><p>As of 29 September, no issues were reported by UNVIM on vessels carrying food, medical supplies and other cargo.</p> more like this

answer text <p>Since the Yemen conflict started in 2015, our partners have reported two UK funded assets have been damaged by alleged airstrikes. These are a Norwegian Refugee Council warehouse in the Harradh area of Hajjah governorate on 21 June 2015 and a UNICEF water and sanitary health facility in Sahar district on 22 July 2018.</p><p> </p><p>We closely monitor such incidents, but we are not able to conduct investigations which would allow us to conclude which parties were responsible.</p><p> </p><p>Losses to DFID following the Norwegian Refugee Council warehouse incident were £3,127, while DFID suffered no direct losses as a result of damages to the UNICEF facility.</p> more like this

answer text <p>DFID responded immediately to help those affected by hurricane Dorian through the deployment of a team of humanitarian experts to The Bahamas. Working alongside the Bahamas Government’s National Emergency Management Association, the Caribbean Disaster Emergency Management Agency and international partners, they helped assess the scale of needs, coordinate the emergency response and ensure aid quickly reached those affected.</p><p> </p><p>Through the Royal Fleet Auxiliary ship Mounts Bay the UK were able to rapidly distribute emergency supplies, assist communities who were cut off, and clear debris to enable additional support to arrive. Mounts Bay has been in the Caribbean, loaded with relief supplies, since June to prepare for and provide life-saving emergency assistance in emergencies like Dorian.</p><p> </p><p>The UK committed up to £1.5 million towards the immediate humanitarian response. Working closely with the Bahamian Government, this funding has enabled the delivery of critical aid supplies and helped coordinate the international response.</p>
