answer text <p>The UN Office for the Coordination of Humanitarian Affairs (UNOCHA) recently stated that during 2016 there was a serious deterioration in access to Gaza for humanitarian organisations, due to the increased rate of permit denials for humanitarian staff applying to enter Gaza. In the West Bank, humanitarian access continues to be hampered by movement and access restrictions, but we have not received reports that there has been a significant change in levels of access over the last year.</p> more like this

answer text <p>The Secretary of State’s full examination of DFID’s programme in the Occupied Palestinian Territories (OPTs) is an internal process intended to scrutinise current programming and make recommendations that will ensure maximum impact and value for money to the UK taxpayer. DFID regularly engages with human rights and economic development non-governmental organisations (NGOs) that receive indirect funding through our access to justice and private sector development programmes. Discussions with these NGOs inform DFID’s analysis of humanitarian and development needs in the OPTs, which forms the basis of our programming decisions.</p> more like this

answer text <p>The UN Office for the Coordination of Humanitarian Affairs (UNOCHA) recently assessed that since April 2016 the pace of reconstruction of homes destroyed or damaged during the 2014 conflict has slowed due to increased restrictions on the entry of building materials into the Gaza Strip, prolonging the vulnerability of more than 10,000 families who are still displaced. UNOCHA also assessed that by November 2016, 39 percent of the 17,800 housing units destroyed or severely damaged in the 2014 conflict had been rebuilt.</p> more like this

We are determined to ensure that every pound we spend has maximum impact on reducing poverty. Due Diligence Assessments are undertaken on organisations receiving funding from DFID. These tools allow us to identify, understand and manage potential risks as programmes are delivered and to ensure that funds are properly accounted for. answer text <p>A comprehensive lifting of restrictions as part of a political agreement is needed to support sustainable economic development in the Occupied Palestinian Territories (OPTs). Meanwhile, we continue to monitor the movement of goods and people into and out of the OPTs, and call for an end to the movement and access restrictions that inhibit development in Gaza and the West Bank.</p><p>In Gaza, DFID has supported the Materials Monitoring Unit (MMU) to effectively monitor the import, storage, supply and use of construction materials brought into Gaza through the Gaza Reconstruction Mechanism (GRM). Since September 2014, 1.6 million tonnes of construction material has entered Gaza through the GRM, allowing the completed or ongoing rebuilding of over 1000 fully destroyed homes and enabling the Gazan private sector to build public and private infrastructure. The UK also supports the Access Coordination Unit (ACU) to support humanitarian access into and out of the West Bank and Gaza, as well as producing data and reports that support advocacy for improved access and adherence to existing agreements.</p>

answer text <p>DFID does not track microloans separately from other financial inclusion programmes. DFID’s total investment in financial inclusion programmes is more than £426 million as of July 2016. The portfolio has a wide geographic spread with a focus on Sub-Saharan Africa and South Asia. DFID focuses on ways to make business easier for micro and small enterprises to support growth and jobs, as opposed to a specific focus on microlending.</p><p>One of the best examples of our work with small businesses is DFID’s anchor investment of £75m in the Global Small and Medium Size Enterprise (SME) Finance Initiative established in 2012 along with other investors. As of June 2016, the programme had contributed to nearly £3.5bn of commercial loans supporting nearly 66,000 SMEs in 26 countries, including the Democratic Republic of Congo, Nigeria, Mozambique and Bangladesh.
