answer	answer is ministerial correction date of answer 20/10/2016 answer text <p>Protecting those who are vulnerable to loss and damage due to climate change includes responding to disasters, helping people adapt to climate change and reducing greenhouse gas emissions to keep global warming to manageable levels.</p><p>The UK Government has committed to increase the UK’s climate finance by at least 50%, and will provide £5.8 billion over the next 5 years, of which half will be focused on helping people adapt to climate change including the most vulnerable. We have also committed to contributing to the G7 InsuResilience target of an additional 400 million people gaining access to insurance by 2020. To achieve this, DFID aims to develop Energy Africa Compacts with up to 14 African countries (Ethiopia, Ghana, Kenya, Malawi, Mozambique, Nigeria, Rwanda, Senegal, Sierra Leone, Somalia, Tanzania, Uganda, Zambia and Zimbabwe) to address the policy and regulatory barriers inhibiting solar market expansion.</p><p>Energy Africa compact implementation will be supported by new and existing DFID energy access programmes, each with their own funding streams and bespoke monitoring mechanisms. We anticipate these DFID programmes will support the off-grid sector to provide energy access to at least 4.7 million people. The UK supports the extension of the Tripartite Agreement between the Governments of Kenya and Somalia, and the United Nations High Commission for Refugees (UNHCR), as the legal basis regulating the returns process to Somalia. The UNHCR leads on refugee returns and we support their assessments of the process.</p><p>The UK welcomes the monitoring role civil society plays and works in dialogue with them. At the peak of the crisis, over 18 million people (approximately 20% of the population) were in need of food assistance.</p><p>The UK responded quickly and decisively to the humanitarian crisis and was the second largest bilateral donor. We have provided emergency support for 3.8 million people to date. Through the Government of Ethiopia’s Productive Safety Nets Programme (PSNP), which boosts household food security for extremely poor and vulnerable people over five years, UK funds are supporting 1.7 million people in 2016.</p><p>At the highest level, DFID and the FCO in Addis have undertaken diplomatic engagement and provided technical advice around the issue of chronic food insecurity with the Government of Ethiopia. DFID has a range of programmes which are working with developing countries to ensure renewable energy markets work effectively as well as supporting energy businesses to grow, and providing consumers with access to funding to buy solar goods. Improvements in the agriculture sector are essential for Malawi’s growth. DFID prosperity programmes aim to deliver increased agricultural production and productivity, including through the expansion of land under irrigation; a diversified economic base and increased investment in inclusive agri-business. DFID has also provided some support to rehabilitating rural roads, and undertaken feasibility work for rail and road corridors.</p><p>We will continue to make transformative investments to help Malawi to move up the agricultural supply chain, improve regional trade and create more jobs. The UK is also the largest donor to Gavi; which has led the rapid global scale up of Inactivated Polio Vaccine. answer	answer is ministerial correction date of answer 17/10/2016 answer text <p>We are deeply concerned about the scale of the humanitarian crisis across the Lake Chad Basin. This will require a sustained, multi-year response to support communities devastated by the conflict. The UK is scaling up our support.</p><p>In addition to the £90 million of humanitarian assistance we are already delivering in the region, the UK has now pledged a further £80 million of humanitarian funding. £50 million will go towards meeting the needs of the worst affected communities in Nigeria with food assistance and access to essential household items and services, and £30 million to support those who have been affected by the spread of Boko Haram into Cameroon, Chad and Niger.</p><p>HMG is using a range of opportunities to push our partners and governments across the region on scaling up and improving the quality of the response.
