answer	answer is ministerial correction date of answer 03/11/2014 answer text <p>UN humanitarian helicopters are operated by the United Nations Humanitarian Air Service (UNHAS), which transports humanitarian organisations and donor representatives in the DRC and completes airlift operations. Unless specially authorised by the UN Humanitarian Coordinator or the World Food Programme Country Director, military personnel may not be carried on UNHAS flights. No arms and ammunition are allowed on board UNHAS flights. On 23 July 2014 the Humanitarian Coordinator in the DRC authorised the transport of some MONUSCO staff in UNHAS planes to small bases in the west of the DRC, in areas where no other transport options are available. Over the period 2013-2018, DFID will provide £10 million to EDCTP through the MRC. In addition DFID support for product development research is counted as a Member State contribution to EDCTP.</p><p> </p><p> </p><p> </p><p>DFID contributes to a number of innovative product development partnerships (PDPs) for the development of drugs, vaccines, diagnostics and other technologies for diseases of poverty. Funding of £138 million for 2013-2018 was announced in August 2013 and includes support for the TB Alliance, the International AIDS vaccine Initiative and eight other PDPs (details of the awards were published in August 2013 and can be found at:</p><p> </p><p><a href="https://www.gov.uk/government/news/dfid-invests-to-save-millions-from-deadly-diseases" target="_blank">https://www.gov.uk/government/news/dfid-invests-to-save-millions-from-deadly-diseases</a>). GPEI is co-funded by a broad range of public and private donors including the European Union. It works with polio-affected countries and implementing partners, including civil society groups such as Rotary International, to eradicate polio. This helped 400,000 people access safe water and sanitation; supplied 150,000 people with food packages; and supported over 6,000 families to rebuild their livelihoods.</p><p> </p><p><br> Since the beginning of the current military operation an additional one million people have registered as displaced. In response to this the UK has provided a further £4.7 million. This will support some of the most vulnerable people who have been identified by our partners in a joint assessment run by the UN and the Government of Pakistan. answer	answer is ministerial correction date of answer 03/11/2014 answer text <p>In December 2013 the UN declared a Level 3 crisis in CAR which is in effect until December 2014. The UK welcomed the UN declaration which more accurately reflected the severity of the situation on the ground and brought much needed attention and resources from across the UN system to respond to the crisis.</p><p> </p><p> </p><p> </p><p>The UK has been closely monitoring the situation and has committed a total of £18 million in humanitarian funding to CAR in 2014 to help hundreds of thousands of people, along with £7 million in Cameroon and Chad to assist CAR refugees. The funds are going towards the protection of civilians, urgent medical assistance, and to food security and livelihoods assistance through UN agencies, the Red Cross and NGOs. In 2014, the UK is the third largest bilateral humanitarian donor to CAR after the USA (£87 million) and the EU (£39 million).
