answer	answer is ministerial correction date of answer 12/12/2018 answer text <p>The Government has been clear that we do not want or expect a no deal scenario</p><p>Achieving agreement on the terms of the UK’s withdrawal from the EU, and securing a detailed Political Declaration on the terms of our future relationship has meant that the chances of no deal have been reduced considerably. However, the Government continues to prepare for all eventualities.</p><p>We are working across Government to develop and implement our preparations to leave the EU. answer	answer is ministerial correction date of answer 10/12/2018 answer text <p>The UK has not agreed that Gibraltar will be excluded from the territorial scope of the future relationship between the EU and the UK. The UK, in a letter to the EU Council, and the Council, in the minutes of the Special November Council, set out their shared interpretation that Article 184 of the Withdrawal Agreement, which concerns the UK and the EU’s future relationship, imposes no obligations regarding the territorial scope of future agreements. The UK also made clear we will only agree a deal on the future which works for the whole UK family and we will negotiate a deal that works for Gibraltar.</p><p>The Article 50 Council guidelines are an internal matter for the Council in Article 50 format. Statements or actions by the EU institutions or other member states have no effect on the United Kingdom’s sovereignty over Gibraltar.</p><p>On Gibraltar, we have worked constructively with both the EU and the Government of Gibraltar throughout the process of agreeing the Withdrawal Agreement. We have ensured that Gibraltar is covered by both the Withdrawal Agreement and by the Implementation Period. Not all of these treaties require action when we leave the EU.</p><p>We are committed to maintaining the relationships and cooperation we currently enjoy with third countries and international organisations as we exit the EU. This is why we have agreed with the EU that during the implementation period, the UK is to be treated as a Member State for the purposes of its international agreements. answer	answer is ministerial correction date of answer 10/12/2018 answer text <p>Throughout the negotiations, the UK Government has been unwavering in its commitment to upholding the Belfast (Good Friday) Agreement in all its parts. This is a commitment we have upheld in full in the Northern Ireland Protocol.</p><p>As the Attorney-General sets out in his legal commentary, the objectives of the Protocol, as set out at Article 1(3), are to address the unique circumstances on the island of Ireland, maintain North-South cooperation, avoid a hard border on the island of Ireland, and protect the Belfast Agreement in all its dimensions.</p><p>This includes the ongoing operation of the institutions the Belfast Agreement establishes. For example, Article 13 requires the Protocol to be implemented and applied so as to maintain the necessary conditions for continued North-South cooperation. answer	answer is ministerial correction date of answer 12/12/2018 answer text <p>The annexes to the Protocol set out the small fraction of EU rules that would apply in the event that the backstop was in effect - though as we have been clear, we fully expect alternative arrangements to be in place to avoid the need for its use by the end of 2020.</p><p>In that scenario, the only EU rules that apply would be the fraction strictly necessary to avoid a hard border on the island of Ireland and give frictionless access to the EU market for all goods from Northern Ireland’s businesses. That includes, as we have set out in the explainer to the Agreement and other accompanying documents, product standards on industrial goods and agricultural goods. But the net effect in a backstop would be significantly increased powers and flexibility for a restored Northern Ireland Assembly and for Parliament.
