answer	answer is ministerial correction date of answer 17/01/2019 answer text <p>This is a devolved matter and the below refers to England only.</p><p> </p><p>Through the evidence gathered in the 2017-18 Community Life Survey in England, indicators linked to social exclusion do not show a significant difference between urban and rural areas. Adults living in rural areas are less likely to say that they feel they often/always feel lonely than people living in urban areas (3% compared with 6%). In addition, adults living in rural areas are more likely to say they feel they belong to their immediate neighbourhood (68%) than those living in urban areas (61%).</p><p> </p><p>The cross-Government team on tackling loneliness is working with colleagues in the Devolved Administrations to ensure our work is complementary and to share insights and learn from one another.</p><p> </p><p>Defra publishes the Statistical Digest of Rural England, a collection of statistics on a range of social and economic themes including poverty and well-being. The Digest allows for comparisons between rural and urban areas and is updated throughout the year. The Digest is available on gov.uk at: <a href="https://www.gov.uk/government/statistics/statistical-digest-of-rural-england" target="_blank">https://www.gov.uk/government/statistics/statistical-digest-of-rural-england</a> <strong> </strong></p><p> </p><p>In its response to a House of Lords’ report on the Natural Environment and Rural Communities Act in May 2018, the Government reiterated its commitment to rural proofing all policies from the earliest stages so that they take account of the needs and circumstances of rural areas. answer	answer is ministerial correction date of answer 17/01/2019 answer text <p>Under the Animal Welfare Act 2006 (the 2006 Act), it is an offence to fail to provide for an animal’s welfare or to cause it any unnecessary suffering. In relation to equines, the 2006 Act is backed up by the statutory Code of Practice for the Welfare of Horses, Ponies, Donkeys and Their Hybrids (the Code). The Code provides owners and keepers with information on how to meet the welfare needs of their horses and includes a specific section on how to tether a horse.</p><p>Local authorities have powers under the 2006 Act to investigate allegations of cruelty or poor welfare. In addition, welfare organisations such as the RSPCA and World Horse Welfare (WHW) may also investigate such matters. If anyone is concerned about the way a horse or other animal has been tethered, they should report the matter either to the relevant local authority, or to the RSPCA or WHW who can investigate. answer	answer is ministerial correction date of answer 14/01/2019 answer text <p>The Government is committed to reducing plastic litter in the marine environment from all sources, including fishing. Governance is in place to address waste, including plastic, and there are voluntary schemes run here in the UK to encourage good practice.</p><p> </p><p>For the purposes of fisheries enforcement, guidance is in place that requires masters of a fishing vessel using static gear or beam trawls to mark their fishing gear so that it is identifiable. If all or part of their gear is lost they must attempt to retrieve it as soon as possible. This would include trawler fishing nets. If they are unable to retrieve their lost gear they must notify the UK fisheries authorities.</p><p> </p><p>At the 33rd Session of the Committee on Fisheries for the Food and Agricultural Organization, the issue of marine litter, and in particular lost or discarded fishing gear, was discussed at length. The UK supports the Committee’s endorsement of voluntary guidelines for the marking of fishing gear, which assist fisheries management organisations such as regional fisheries management organisations in the development and application of gear marking policy.</p><p> </p><p>Work is now underway to begin the development of an extended producer responsibility scheme for fishing gear containing plastic.
