answer text <p>The responsibility for meeting the obligations arising from an environmental permit for a waste management site lies with the operator. This includes the cost of clearing residual waste after a fire at a permitted waste site.</p><p> </p><p> </p><p> </p><p>The Environment Agency may refuse an application for an environmental permit if it believes the site will not be operated in accordance with the environmental permit. Under the Environmental Permitting (England and Wales) Regulations 2010, where the Environment Agency considers that an operator has contravened an environmental permit, it may serve an enforcement notice on the operator specifying the steps that must be taken to remedy the contravention. The Environment Agency also has the power to do works (or arrange for works to be done on its behalf) where it considers that the operation of a regulated facility involves a risk of serious pollution or if the commission of certain offences causes pollution.</p><p> </p><p> </p><p> </p><p>Where it appears to the Environment Agency that any controlled waters are being or have been harmed or are likely to be harmed, the Environment Agency has the power to issue a notice requiring a “responsible person” to carry out specified works or operations.</p><p> </p><p> </p><p> </p><p>The Environment Agency also has the power under the Environmental Protection Act 1990 to serve a notice on the occupier or owner of premises to remove waste that has been illegally deposited or to eliminate or reduce the consequences of its deposit.</p><p> </p><p> </p><p> </p><p>Subject to the type and quantity of waste stored, waste site fire resilience is a matter for local Fire and Rescue Authorities. The Fire and Rescue Authorities do this through regular inspections and enforcement where necessary. Regular risk assessments are carried out in consultation with the local authority and other agencies, for example the Health and Safety Executive and the Environment Agency.</p><p> </p>

answer text <p>The UK Government is committed to working to help the conservation of biodiversity worldwide. The UK works closely with other countries to promote the conservation of the world's wildlife through our membership of international agreements such as the Convention on International Trade in Endangered Species (CITES) and Convention on Migratory Species. A number of swallowtail butterflies are protected by CITES against unsustainable levels of international trade. We consult the Devolved Administrations on any species listing proposals tabled by international environmental agreements such as CITES.</p><p> </p><p> </p><p>The conservation of butterflies in Northern Ireland is a devolved issue. Defra has had no recent discussions with the Northern Ireland Executive on this issue.</p> more like this

answer text <p>The Review has not progressed as swiftly as originally intended due in part to the volume and complexity of the work needed fully to assess the anticipated impacts of the proposals for changes to the Regulations, and in part to the focus required on other urgent priorities, including the preparations for the London Conference on the Illegal Wildlife Trade and its follow up.</p><p> </p><p> </p><p> </p><p>In addition to the Red Tape Challenge commitment to rationalise the number of CITES-related pieces of domestic legislation currently in place, the review has looked at, amongst others, proposals relating to new requirements brought about by amended EU regulations, the designation of ports of entry and exit to be used when importing and exporting CITES specimens and the updating of enforcement requirements to reflect the evolution of the illegal wildlife trade and enforcement trends.</p><p> </p><p> </p><p> </p><p>The work on the Regulations is now nearing completion and it remains our intention to issue as soon as possible a public consultation on proposals to update and improve the Control of Trade in Endangered Species (Enforcement) Regulations, together with the Control of Trade in Endangered Species (Ports of Entry) Regulations.</p><p> </p>
