answer text <p>Our Litter Strategy for England sets out our aim to deliver a substantial reduction in litter and littering within a generation. The strategy contains a number of commitments, many of which have been completed or are nearing completion. Progress reports on delivering the Litter Strategy can be found at: <a href="https://www.gov.uk/government/publications/litter-strategy-for-england-progress-reports" target="_blank">https://www.gov.uk/government/publications/litter-strategy-for-england-progress-reports</a>.</p><p> </p><p>The Prime Minister’s Anti-Social Behaviour Action Plan set out how we will support council’s to take tougher action against those that litter. For example, last July we significantly raised the upper limit on fixed penalty notices from £150 to £500.</p><p> </p><p>The Chewing Gum Task Force, established by Defra and funded by producers, has provided almost £2.5 million in grants since 2022 to help nearly 100 councils remove gum stains from high streets and invest in long-term behaviour change to prevent gum being dropped in the first place. The Task Force has just launched another grant scheme for councils this year. The campaign will run from 12 February to 10 March and road users will be implored to stop littering as its deadly impact on wildlife is revealed.</p><p> </p><p>In January this year, we announced our plans to ban disposable vapes in the UK. This will help to tackle a huge and growing stream of hard-to-recycle waste and litter, with nearly 5 million thrown away every week.</p>

answer text <p>Defra launched the “Keep it, Bin it” anti-litter campaign in 2018 with Keep Britain Tidy to encourage people to dispose of their litter responsibly. Defra spent over £200,000 on scoping, developing and launching the campaign. Since 2019/20, the campaign has been funded by external partners. Keep Britain Tidy have now made the campaign available to local authorities and landowners for local use.</p><p> </p><p>In response to COVID-19, Defra spent just under £100,000 on the development and launch of the 'Respect the Outdoors' campaign which included messaging about littering among other issues. We also contributed £30,000 for Keep Britain Tidy's Love Parks campaign, which encouraged people to treat our parks with respect.</p><p> </p><p>We have previously provided nearly £1million across 44 councils to help them to purchase new bins, in support of targeted interventions to reduce litter. Across the last two years, our fly-tipping grant scheme has awarded nearly £1.2million to help more than 30 councils tackle the dumping of waste at known hot-spots.</p><p> </p><p>We have also used social media to raise awareness of the impact of litter and to encourage individuals to put their rubbish in the bin or to take it home. The cost of these activities cannot be separated. Likewise, spend on Defra staff cannot be disaggregated.</p>

answer text <p>In recent years we have bolstered local authority enforcement powers by raising the upper limit on fixed penalty notices for littering and introducing powers to issue the keeper of a vehicle, from which litter is thrown, with a civil penalty. We have also published guidance on the provision of litter bins and provided nearly £1 million across 44 councils to help them purchase new bins.</p><p> </p><p>We will be undertaking a research project which considers the effectiveness of the different enforcement options available to local authorities, including fixed penalties, and the barriers they face in using these. answer text <p>Litter policy is a devolved matter. Defra is the lead department for litter policy in England.</p><p>In 2017 Defra published the Litter Strategy for England which sets out our aim to deliver a substantial reduction in litter and littering within a generation. Since publishing the Litter Strategy, we have bolstered councils' enforcement powers, such as by almost doubling the maximum fixed penalty for littering, published guidance on the provision of litter bins and provided nearly £1 million across 44 councils to help councils purchase new bins.</p><p>We have also brought together chewing gum producers as part of a voluntary producer responsibility scheme that has recently announced funding of £1.25 million to help more than 40 councils across the United Kingdom clean gum off pavements. It is the first project of the five-year programme through which gum producers will invest up to £10 million to help tackle chewing gum littering.</p><p>We are also actively exploring options for tackling cigarette butt littering. Our current proposals for extended producer responsibility for packaging will place the financial costs of managing street bin litter on producers and we have consulted on introducing a deposit return scheme for drinks containers which we estimate can reduce drinks containers being littered by 85%. Further details for when a deposit return scheme will be introduced will be set out in HM Government response to last year's consultation. We are working towards publication in late 2022.</p>

answer text <p>Defra published the Litter Strategy for England in April 2017, setting out our aim to deliver a substantial reduction in litter and littering within a generation. The Litter Strategy brings together communities, businesses, charities and schools to bring about real change by focusing on three key themes: education and awareness; improving enforcement; and better cleaning and access to bins.</p><p>In response to COVID-19, Defra developed a 'Respect the Outdoors' campaign to encourage people to follow the Countryside Code and to highlight the impacts of littering. We also supported, and provided funding for, Keep Britain Tidy's Love Parks campaign, which encouraged people to treat our parks with respect.</p><p>We have also consulted on introducing a deposit return scheme. Our current impact assessment assumes that the scheme can reduce drinks containers being littered by an estimated 85%.</p><p>Furthermore, the Chewing Gum Task Force, established by Defra, has recently launched a grant scheme to help local authorities clean gum off pavements in their local areas and invest in long-term behaviour change to prevent gum being dropped in the first place. It is the first project of a five-year programme that will see chewing gum producers invest up to £10m to tackle gum staining.</p><p>Natural England supports the Countryside Code campaign through a range of communications channels including social media and engaging with commercial partners who help to promote the Code. In addition, Natural England also supports these efforts across its National Nature Reserves through on-site wardens and volunteers who engage with visitors as well as holding community litter pick days.</p>

answer text <p>In recent years we have bolstered councils’ enforcement powers by almost doubling the maximum fixed penalty for littering from £80 to £150 and giving councils in England (outside London) new civil penalty powers to tackle littering from vehicles. Councils also have powers to prosecute anyone caught littering which can lead to a fine of up to £2,500. It is up to local councils to decide how they use their enforcement powers</p><p> </p><p>We have published improved guidance to councils and others on the use of their fixed penalty powers for littering.
