answer	answer is ministerial correction date of answer 22/07/2019 answer text <p>If the UK leaves the EU without a deal we expect the number of Export Health Certificates (EHCs) issued for exports to increase.</p><p>To address this increase, we have offered free training to official veterinarians, with around 1000 official veterinarians now able to sign EHCs.</p><p>We have created a new Certification Support Officer. This role will assist Certifying Officers to collate the evidence needed for certification. 250 have registered and 90 have qualified in Great Britain so far.</p><p>We have offered local authorities funding to help them meet demand for EHCs, and a new web portal for processing EHCs will also help by speeding up the application process.</p><p>The proposed risk based approach to inspecting EHCs will increase the capacity for local authority Certifying Officers to certify export health certificates for fish and fish products.</p> answering member constituency Macclesfield answering member printed David Rutley question first answered 22/07/2019 13:08:28 answering member 4033 label Biography information for David Rutley

answer	answer is ministerial correction date of answer 19/07/2019 answer text <p>Waste Policy is a devolved matter and the below relates to England only.</p><p> </p><p>The UK Government has committed to working towards sending zero food waste to landfill by 2030 through its Clean Growth Strategy.</p><p> </p><p>We have regular conversations with the Ministry of Housing, Communities and Local Government on our policies including the collection of food waste. Our recent consultation on ‘Consistency in household and business recycling collections in England’ sought views on weekly collections of food waste collections and providing statutory guidance on minimum standards for local authorities. answer	answer is ministerial correction date of answer 22/07/2019 answer text <p>The UK Transfrontier Shipment of Waste Regulations set out offences in relation to the shipment of waste and provide that a person found guilty of an offence can be fined and/or imprisoned for up to two years. The regulations are enforced by the UK’s competent authorities which will take appropriate action against any illegal activity.</p><p> </p><p>The UK has a robust approach to enforcing these controls. The UK environmental regulators take a pro-active, intelligence led approach to checking compliance, targeting exports which pose a high risk and intervening to stop illegal exports taking place. In 2017/18, the Environment Agency issued 158 stop notices, prohibiting the export of unsuitable waste. It stopped 367 containers of waste destined for illegal export at ports and intervened further upstream to prevent 8,974 tonnes of waste from reaching our ports.</p><p> </p><p>After exports are stopped, the costs associated with returning a waste shipment that is found to be unfit for export to the site of origin for further treatment can be a significant cost to the exporter. question text	To ask Her Majesty's Government what steps they are taking to ensure that water companies meet targets set by the Environment Agency to reduce pollution by 2020.

answer	answer is ministerial correction date of answer 24/07/2019 answer text <p>The Environment Agency (EA) regularly tracks water company performance and was concerned that sufficient improvements were not being made to meet our targets prior to this year’s poor results.</p><p> </p><p>In response to these results, the EA is taking action and there will be:</p><p> </p><ul><li><p>An increased number of audits and inspections.</p></li><li><p>Requests for companies to produce root cause analysis reports for serious pollution incidents in order to learn from them.</p></li><li><p>Requests for each company to produce a pollution reduction plan signed off at Chief Executive Office (CEO) level which they will be accountable for.</p></li><li><p>Requests for the companies to share good practice proactively as an industry wide response to the problems we are facing.</p></li></ul><p> </p><p> </p><p>In addition, in July 2019, the EA has set up a new ‘Improving Water Company Performance’ programme which will tighten regulation to encourage water companies to meet their environmental targets. It is extensive and we anticipate it will take some time to deliver fully.</p><p> </p><p>The programme will include:</p><p> </p><ul><li><p>Enhancing the EA’s regulatory tools, including more and better quality inspections, audits and greater use of technology to remotely monitor operations 24 hours a day, seven days a week.</p></li><li><p>Maximising the use of enforcement and sanctions powers to ensure they act as a powerful deterrent.</p></li><li><p>Updating the Environmental Performance Assessment for the 2021-2025 period to include a broader range of measures with tightened standards where appropriate.</p></li><li><p>Working with Ofwat to develop greater links between environmental performance and financial penalties and incentives.</p></li><li><p>Improving our regulation of sewage sludge treatment and disposal to ensure it is sufficiently robust to protect against emerging risks such as chemicals, antimicrobial resistance and micro-plastics.</p></li></ul><p> </p><p> </p> answering member printed Lord Gardiner of Kimble question first answered 24/07/2019 11:50:45 answering member 4161 label Biography information for Lord Gardiner of Kimble
