The Countryside and Rights of Way Act 2000 currently provides the public with a right of access to areas of mountain, moor, heath, down, registered common land and coastal margin in England. There are no plans to change this.</p><p> </p><p>The Government recognises the importance of providing access to the outdoors for people’s health and wellbeing and is committed to ensure that everyone lives within 15 minutes’ walk of a green or blue space. answer	answer is ministerial correction date of answer 12/04/2024 answer text <p>The existing UK regulatory regime for the manufacture and placing of fertilisers on the market in the UK is fragmented and in need of modernisation. There are currently no specific requirements for plant biostimulants in domestic fertilisers legislation. However, Defra intends to improve on this by consolidating and streamlining the statute book and putting in place a conformity assessment framework for fertilisers. The framework will smooth the route to market for new and innovative products which are less polluting to the environment or are less resource intensive in their creation.</p><p>To support reform of fertilisers legislation Defra has funded a review of the evidence for the safe and effective use of plant biostimulants and a review of methods for evaluating methods for verifying the efficacy of plant biostimulants.</p><p>The potential impact of a chemical on plant health, including soil microbiomes is already considered, as appropriate, as part of HSE’s robust risk assessment process for pesticides and for biocides. The Department reviewed the findings from the work and agrees with the conclusion that conventional wastewater treatment is effective in removing microplastics from wastewater. We are working with stakeholders, such as the National Farmers Union and local authorities, through the National Fly-Tipping Prevention Group to share good practice, including how to prevent fly-tipping on private land.</p><p /><p>As part of the government’s commitment to unleash rural opportunity, we are currently funding a post within the new National Rural Crime Unit to explore how the police’s role in tacking fly-tipping can be optimised, with a focus on rural areas.</p><p /><p>Across two rounds of our fly-tipping grant scheme, we have awarded nearly £1.2m to help more than 30 councils tackle fly-tipping at known hot-spots, including in rural areas, such as by installing CCTV. Controls on plastic waste exports are already established under the Basel Convention. To this end, in addition to our Collection and Packaging Reforms, we have set a statutory target under <a href="https://eur03.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.legislation.gov.uk%2Fuksi%2F2023%2F92%2Fcontents%2Fmade&amp;data=05%7C02%7Cpqteam%40defra.gov.uk%7C6f75046447fe4c81f30f08dc53074127%7C770a245002274c6290c74e38537f1102%7C0%7C0%7C638476537818447351%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C0%7C%7C%7C&amp;sdata=E%2F0%2BVPlGN1oQ6tDH%2B7LQbHSPm1WPH7Dc4an0pWVhtao%3D&amp;reserved=0" target="_blank">The Environmental Targets (Residual Waste) (England) Regulations 2023</a> to ensure that the total mass of residual waste (excluding major mineral wastes) for 2042 does not exceed 287 kg per person. This is the equivalent of a 50% reduction from 2019 levels. This is supported by an interim, non-statutory target set out in the <a href="https://eur03.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.gov.uk%2Fgovernment%2Fpublications%2Fenvironmental-improvement-plan&amp;data=05%7C02%7Cpqteam%40defra.gov.uk%7C6f75046447fe4c81f30f08dc53074127%7C770a245002274c6290c74e38537f1102%7C0%7C0%7C638476537818458894%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C0%7C%7C%7C&amp;sdata=LIPJZQTrf06rihm9uh1jmhEpkQTOVtEeGbuqPG7nmLA%3D&amp;reserved=0" target="_blank">Environmental Improvement Plan</a> to ensure that residual municipal plastic waste for 2027 does not exceed 42 kg per person.</p><p> </p><p>We are also working closely with DESNZ on the expansion of the UK Emissions Trading Scheme to cover fossil carbon emissions from waste incineration and EfW from 2028.
